I. Introduction:
Avon Park Housing Authority is seeking proposals from qualified lawn care service providers for regular lawn mowing and maintenance services for the above referenced properties. We invite interested parties to submit their proposals in accordance with the following specifications.
II. Scope of Work:
The selected vendor shall provide lawn mowing and maintenance services for listed properties owned or managed by Avon Park Housing Authority within the area. The scope of work includes, but is not limited to:
Regular Lawn Mowing:
Mowing all grass areas to a consistent height of 2 inches.
Trimming around trees, fences, and other obstacles.
Edging along sidewalks, driveways, and pathways.
Lawn Maintenance:
Regular weeding and removal of invasive plants.
Fertilization as needed to maintain healthy, green lawns.
Application of weed control measures.
Cleanup and Disposal:
Removal of grass clippings and other debris after each mowing session.
Proper disposal of yard waste in compliance with local regulations.
Blowing to be done at each moving including; walk, drives, steps, porches and patios.
Debris not to be blown into streets.
All debris/litter MUST be picked up prior to mowing/edging.
Irrigation System Management:
Inspection and reporting of any issues with the irrigation system.
III. Service Schedule:
The lawn mowing and maintenance services will be performed on a regular basis, with the frequency to be determined in the proposal. The service schedule should consider seasonal variations and local climate conditions.
IV. Equipment and Materials:
The vendor must provide all necessary equipment, tools, and materials required to carry out the lawn mowing and maintenance services effectively and efficiently. This includes but is not limited to mowers, trimmers, edgers, fertilizers, and weed control products. Any damage from mowers or trimmers is the responsibility of the contractor.
V. Reporting and Communication:
The selected vendor will be required to maintain open lines of communication with Avon Park Housing Authority and provide regular reports on the status of the properties and the work completed.
VI. Insurance:
The selected vendor must provide proof of comprehensive liability insurance and worker's compensation insurance, naming Avon Park Housing Authority as an additional insured, as well as compliance with all local licensing requirements.
Proposed servicing fee will be based on a flat monthly fee. Servicing invoices will be billed by contractor at month end, with APHA payments for service rendered to contractor within 2 weeks of receipt of invoice.
Insurance & License Requirements: The Contractor shall furnish to the APHA prior to engagement of services the following items;
Copy of City Occupational Business License- Commercial Lawn Care Services,
General Liability Insurance Certificate; $ 1M minimal coverage, APHA named co-insured.
Minimum Wage Rates: Contractor must demonstrate throughout the course of this contract that the pay rate paid to the contractor's workforce meets or exceeds the minimum Wage Rate, by work classification, as stated in the U.S.D.H.U.D.
Determination schedule (HUD FORM 52158) attached to this solicitation.
Demonstrated Ability to Perform: Contractor must provide the APHA three current customer contact references for validation of satisfactory service performance.
It is anticipated that contract awarded under this solicitation will begin January 2024.
VII. Pricing:
Proposals should include a detailed pricing structure, including costs for regular mowing per property.
VIII. Proposal Submission:
Prospective Bidders must submit their bid proposal in accordance with the instructions and terms hereunder to arrive at the office location identified within the solicitation on or before the specified time and date for receipt of bids.
By submission of a bid proposal the Bidder agrees to be bound by the terms and conditions of this solicitation. The APHA will not give consideration to any bid proposal received after the specified time. The APHA will return late bid proposals unopened to the specific return address identified on the envelope.
One (1) original and three (1) copy of the Bid Package and the executed, typewritten bid proposal on company letterhead, including all required attachments, certifications and other pertinent information, must be submitted. Interested parties should submit their proposals by 2pm on November 14th, 2023. Proposals should be mailed or hand delivered to:

Bid proposals must be signed by a person dully authorized to do so, and in case signed by an employee or agent of the company the principals property written authorization providing signature authority on behalf of the company to such employee or agent must accompany the bid.
Proposals will be evaluated based on the following criteria:
Experience and qualifications of the vendor.
Cost-effectiveness.
Proposed service schedule.
Compliance with insurance and licensing requirements.
References from previous clients.
