HILLSBOROUGH COUNTY ZION VILLAGE APARTMENTS SENIOR HOUSING PROJECT NOTICE OF FINDING OF NO SIGNFICANT IMPACT AND NOTICE OF INTENT TO REQUEST RELEASE OF FUNDS December 10, 2023 Hillsborough County, Florida 601 East Kennedy Blvd. Tampa, Florida 33601-1110 (813) 274-6673 These notices shall satisfy two separate but related procedural requirements for activities to be unde1iaken by Hillsborough County. REQUEST FOR RELEASE OF FUNDS On or about December 27, 2023, Hillsborough County will authorize the Tampa Housing Authority to submit a request to the United States Housing and Urban Development (HUD) Office of Public Housing for the release of Project Based Voucher assistance approval from the Section 8 Housing Choice Vouchers Program under the Multifamily Assisted Housing Reform and Affordability Act of 1997 (42 U.S.C. 1437f). The project includes the new construction of 75 units of affordable Senior Housing units located at 5920 Robert Tolle Drive in Riverview, Florida, 33578. The Tampa Housing Authority will be providing approximately 60 Project Based Vouchers for the development and the total cost is estimated to be $32 million. FINDING OF NO SIGNIFICANT IMPACT Hillsborough Cmmty has determined that the project will have no significant impact on the human environment. Therefore, an Envirom11ental Impact Statement under the National Envirom11ental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Enviro1m1ental Review Record (ERR) on file at Hillsborough County Affordable Housing Services located at 601 E. Ke1medy Blvd., 24th floor, Tampa, FL 33602. A full description of the project and environmental review may be made available for review either electronically or by U.S. mail. PUBLIC COMMENTS Any individual, group, or agency may submit written conunents on the ERR to the Hillsborough County Affordable Housing Services Department, 601 E. Ke1medy Blvd., Tampa, FL, Attention Velvet Burris, Project Manager, Comments may also be submitted via email at BurrisV@HCFLgov.net. All conunents received by December 26, 2023, will be considered by Hillsborough County prior to authorizing submission of a request for release of funds. Comments should specify which Notice they are addressing. ENVIRONMENTAL CERTIFICATION Hillsborough County certifies to HUD that Brenda Brackins in her capacity as Interim Director of Hillsborough County Affordable Housing Services consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. HUD's approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows Hillsborough County to use Program funds. OBJECTIONS TO RELEASE OF FUNDS HUD will accept objections to its release of funds and Hillsborough County's certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following basis: (a) the certification was not executed by the Certifying Officer of Hillsborough County; (b) Hillsborough County has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted via email in accordance with the required procedures in 24 CFR Part 58, Section 58.76 and shall be addressed to U.S. Depaiiment of Housing and Urban Development, Miami Field Office, Office of Public Housing, Division Director, Victor.B.Atkins@hud.gov. Potential objectors should contact U.S. Depmiment of Housing and Urban Development Miami Office via email to verify the actual last day of the objection period.
