PUBLIC NOTICE OF INTENT TO ISSUE AIR PERMIT Broward County Resilient Environment DepartmentNatural Resources DivisionDraft Air Permit No. 0112734-005-ACPrecision Metal IndustriesBroward County, FloridaApplicant: The applicant for this project is Precision Metal Industries. The applicant’s authorized representativeand mailing address is: Gregory Wilson, President, Precision Metal Industries, 1408 SW 8th Street, Pompano,FL, 33069. Facility Location: Precision Metal Industries is an existing Facility, which is located in Broward County at 1371SW 8th Street in Pompano Beach, Florida, 33069. Project: Around year 2013, the facility installed a semi-automatic conveyor line for Emission Unit (EU) 001, paint spray line, to transfer parts from booth to booth. Painting process is still manual. However, the current airoperation permit, 0112734-004-AO does not include the installed semi-automatic conveyor line. This project is toresolve the differences between the current air operation permit and the facility. EU 001 includes 3 paint spraybooths, 1 powder coating booth, 1 natural gas-fired oven. There was a fire at the facility in 2020, and the firedepartment shut down the facility for three months. This permit is part of requirements of the City of PompanoBeach and Broward County approvals for the facility’s operation. The project is an after the fact determination of thesemi-automatic conveyor line. A review of the facility’s potential and actual emissions and reasonable assurancesprovided showed that the facility is in compliance with applicable requirements. Permitting Authority: Applications for air construction permits are subject to review in accordance with the provisions of Chapter 403, Florida Statutes (F.S.) and Chapters 62-4, 62-210 and 62-212 of the Florida Administrative Code (F.A.C.). The proposed project is not exempt from air permitting requirements and an airpermit is required to perform the proposed work. The Permitting Authority responsible for making a permitdetermination for this project is Natural Resources Division (NRD). NRD’s physical and mailing address is: 115S. The complete project file includes the Draft Permit, the Technical Evaluation and PreliminaryDetermination, the application and information submitted by the applicant (exclusive of confidential recordsunder Section 403.111, F.S.). Notice of Intent to Issue Air Permit: NRD gives notice of its intent to issue an air construction permit to the applicant for the project described above. The applicant has provided reasonable assurance that operation of the paint spray line will not adversely impact air quality and that the project will comply with all appropriateprovisions of Chapters 62-4, 62-204, 62-210, 62-212, 62-296 and 62-297, F.A.C. NRD will issue a Final Permitin accordance with the conditions of the proposed Draft Permit unless a timely petition for an administrativehearing is filed under Sections 120.569 and 120.57, F.S. or unless public comment received in accordance withthis notice results in a different decision or a significant change of terms or conditions.Comments: NRD will accept written comments concerning the proposed Draft Permit for a period of 14 daysfrom the date of publication of the Public Notice. Written comments must be received by NRD by close ofbusiness (4:00 p.m.) on or before the end of this 14-day period. If written comments received result in asignificant change to the Draft Permit, NRD shall revise the Draft Permit and require, if applicable, another PublicNotice. All comments filed will be made available for public inspection.Petitions: A person whose substantial interests are affected by the proposed permitting decision may petition foran administrative hearing in accordance with Sections 120.569 and 120.57, F.S. Petitions filed by any persons(Public Notice to be Published in the Newspaper)other than those entitled to written notice under Section 120.60(3), F.S., must be filed within 14 days ofpublication of the Public Notice or receipt of a written notice, whichever occurs first. Under Section 120.60(3),F.S., however, any person who asked NRD for notice of agency action may file a petition within 14 days ofreceipt of that notice, regardless of the date of publication. A petitioner shall mail a copy of the petition to theapplicant at the address indicated above, at the time of filing. A petition for administrative hearing must containthe information set forth below and must be filed (received) with the Broward County Attorney at 115 S. The failure of any person to file a petition within the appropriate time period shall constitute awaiver of that person’s right to request an administrative determination (hearing) under Sections 120.569 and120.57, F.S., or to intervene in this proceeding and participate as a party to it.
