Development Opportunities
Sebring Airport Authority (hereafter referred to as SAA), Highlands County, Sebring, Florida, requests proposals from qualified parties to finance, build, manage, and operate aircraft hangars at Sebring Regional Airport (Airport), located in Sebring, Highlands County, Florida. The Authority is offering three parcels of land to be leased in accordance with the Standard Airport Lease Agreement (Lease), and all other provisions of this Request for Proposals (RFP), and to be developed for aeronautical use consistent with the Airport Master Plan, Minimum Standards, and other guiding documents. Those documents can be found on the Airports website under Development Information.
The Sebring Airport Authority (Authority) invite responses to this Request for Proposals (RFP) from qualified respondents interested in providing development of on-airport aeronautical services facilities to support general aviation activities at Sebring Regional Airport (Airport or SEF) and position the Airport as an economic development asset for the region. This could include commercial or non-commercial aviation facilities for an aeronautical service provider such as aircraft assembly or manufacturing, aircraft storage, or aircraft maintenance facilities. The purpose of this request is to obtain information about the aeronautical development of approximately 10.7 acres of land within the boundaries of the Airport property.
This RFP is issued to explore potential strategies and approaches for leveraging existing assets to develop on-airport aviation related development and aeronautical services. This could be the first step of a multistep process. The Authority will use the information for planning purposes and for making strategic decisions regarding the future development of the Airport, including a determination of whether there is depth and breadth of interest from respondents to proceed with a competitive solicitation.
Upon receipt of the RFP responses, the Authority will conduct a selection process based on the RFP Evaluation Criteria. Depending on the number of responses received, and the type of developments proposed, the Authority may also enter direct negotiations.
The responsibilities of the selected respondent will be defined and further detailed in the agreement between the Authority and the selected respondent. However, all respondents must meet the responsibilities described below which include but are not limited to:
The issuance of this RFP does not constitute a commitment by the Authority to award a contract, or an agreement to pay any costs incurred by any individual or company in the preparation of a response to this RFP. The Authority reserves the right to engage in discussions with any of the respondents to this RFP to explore the viability of a development arrangement or partnership and/or to negotiate a potential memorandum of agreement and/or definitive contract.

PRE-SUBMITTAL CONFERENCE:
A Pre-Bid Conference will be held at 2:00 P.M., local time on 07-12-2024 at the Sebring Airport Conference Room for the purposes of answering questions, discussing the project, and reviewing the project site. Neither the Owner nor the Engineer shall be responsible for disseminating information discussed at this meeting except as issued by Addendum.
A site tour of the development areas will be offered immediately following the pre-submittal conference. The tour will be subject to any recommended measures to protect the health and safety of the public and our tenants. Tour participants will be required to comply with protective measures as may be necessary, including the use of face coverings and social distancing if applicable and hearing protection. Questions will not be taken during the site tour. The site tour is an opportunity for Respondents to see the site in person, and to develop any questions that can then be submitted in writing as led.
SUBMITTAL OF PROPOSALS
Additional information and instruction for submittal of a proposal are provided within the Instructions-to-Bidders.
Modification to the project documents may only be made by written addendum by the Owner or Owners authorized Representative.
The proposal must be made on the forms provided within the contract documents. Bidders must supply all required information prior to the time of bid opening.
AWARD/ACCEPTANCE: SAA reserves the right to accept or reject any or all Proposals, or any parts thereof, and the award, if an award is made, will be made to contractor determined to be responsible in accordance with Owners procurement and purchasing guidelines, and applicable Florida Statutes. SAA reserves the right to waive irregularities in the Proposal. Additional information for evaluation and criteria for selection are provided within the Instructions-to-Bidders.
Bids may be held by the Sebring Airport Authority for a period not to exceed 120 days from the date of the bid opening for the purpose of evaluating bids prior to award of contract. By submitting a bid, each Bidder agrees that the bid shall remain valid for at least 120 days from the date of the bid opening.
SAA will not reimburse respondent(s) for any costs associated with the preparation and submittal of any responses. As a maintenance project, permits are not anticipated. Proposer will be responsible for dewatering, NPDES, or other miscellaneous fees.
