TO PROVIDE PROFESSIONAL ENGINEERING SERVICES

PURPOSE
In accordance with United States Code (U.S.C.) Title 40, Sections 1101-1104 (Federal Brooks Act), F.S. 287.055 and the City's standard selection procedures, the City of Melbourne is soliciting Statements of Qualifications to provide the following:
PROFESSIONAL ENGINEERING SERVICES FOR A LAP PROJECT -
ALTERNATIVE CORRIDOR EVALUATION
NORFOLK PARKWAY EXTENSION PROJECT
Consultant firms must be FDOT pre-qualified in the following Work Group: 2.0 Project Development and Environmental (PD&E) Studies. The requested services generally consist of development of the Alternative Corridor Evaluation Report through performance of an Alternative Corridor Evaluation for the Norfolk Parkway Extension project. The Norfolk Parkway Extension Project (herein referred to as "Project") consist of an evaluation of a new 2.6 miles (approximately) alignment extension from the westernmost end of the existing 2-lane section of Norfolk Parkway to St. John's Heritage Parkway. The existing section of Norfolk Parkway begins at Minton Road and terminates approximately 7,800 feet (1.5 miles) west of Minton Road. Funding for any future phases of the Project has not been determined. A detailed project description is included under the Scope of Services. Please note, Local Business and Location preference do not apply to this contract.
FEDERAL AND STATE REQUIREMENTS
This is federally funded project through the Space Coast Transportation Planning Organization (TPO) and is subject to the Stewardship-Oversight Agreement between the Florida Department of Transportation (FDOT) and the Federal Highway Administration (FHWA). FDOT has oversight responsibilities over the City's Federal-aid projects and City must ensure that the consultant contract is administered in compliance with all applicable Federal and State statutes, rules, and regulations. Pursuant to Title VI of the Civil Rights Act of 1964, the Civil Rights Restoration Act of 1987, the Florida Civil Rights Act of 1992 and other nondiscrimination authorities, the City of Melbourne hereby notifies all prospective consultants that it will affirmatively ensure and afford all Disadvantaged Business Enterprises (DBEs) and Non-DBE's, the opportunity to submit proposals in response to this invitation and will not discriminate against any person(s) on the basis of race, color, national origin, sex, age, disability, family or religious status in consideration for award. Consultants are encouraged to participate in meeting statewide utilization goals under federal and state race-neutral DBE programs pursuant to Title 49 CFR 26.51 and Florida Statutes 337.139. FDOT has an overall ten-point five four percent (10.54%) race-neutral DBE goal to spend at least 10.54% of the highway dollars with Certified DBE's as Prime Consultants or as Subcontractors. Race-neutral means that the FDOT believes that the overall goal can be achieved through the normal competitive procurement process. Although not a contract requirement, DBE participation is highly encouraged. FDOT undertakes the task of reporting to the FHWA any planned commitments to use DBE's on State and Federal Aid highway projects.
SCHEDULE
The following dates and activities identify proposed project schedule milestone. Changes to this schedule by the City of Melbourne will be provided in writing.

Upon successful negotiation and contract execution, the City anticipates beginning the project in May 2025. The estimated time for project completion is eighteen months.
OBJECTIVE
The objective of the Project is to evaluate and identify future likely corridor alignments for an extension of the Norfolk Parkway. It is anticipated that the new corridor will accommodate forecasted transportation demand, incentivize economic development and meet the growing demands of the City. Additionally, the corridor will provide additional east-west connector roadway for access the St. John's Heritage Parkway and I-95 to potentially alleviate existing congestion along Minton Road and US 192 while balancing the environmental constraints that may exist along the corridor.
SCOPE OF SERVICES
The scope of services includes the development of the Alternative Corridor Evaluation to identify, evaluate, eliminate and recommend project alternatives prior to the Project Development and Environment (PD&E) phase. The ACE will consider the purpose and need, document the general environmental setting for the project, identify preliminary environmental impacts and environmental mitigation, evaluate engineering feasibility, and propose improvements and recommendations to address the need for the project.
The Alternative Corridor Evaluation Report (ACER) and related submittals will be prepared in a form that can be adopted or incorporated by reference, as appropriate, in the National Environmental Policy Act (NEPA) document(s) as provided in Appendix A to 23 CFR Part 450 and required by 23 USC 168(d). The development of the ACE must follow the guidance provided in the FDOT's current version of the PD&E Manual, Efficient Transportation Decision Making (ETDM) Manual, and FDOT Design Manual (FDM).
The project encompasses an evaluation of a new 2.6-mile capacity alignment for extension to the St. John's Heritage Parkway from the current terminus of the Norfolk Parkway. The future buildout of the Norfolk Parkway should accommodate a 4-lane arterial roadway with urban typical section. The project is located on unimproved land in the City of Melbourne and in the City of West Melbourne, Florida. Refer to the enclosed Appendix A which depicts the general study area.

Upon review by the City and FDOT of the documents above, the Consultant shall address
comments, prepare responses, and submit revised documents. The Consultant shall assist the City is resolving and addressing comments, including comments received from other agencies and the public. Upon completion of the project, the Consultant shall transfer all files, data, calculations, maps, sketches, worksheets, and other materials used during the Project to the City in an acceptable electronic delivery format compatible with the City's system.
The Consultant shall obtain and utilize the most recent FDOT policies, procedures, manuals and electronic files of applicable standards, referenced in this RFQ, inclusive of but not limited to the following:

The Consultant will maximize the use of existing information available from federal, state,
regional and local agencies, private sources, and its own files. Examples include the ETDM
Screening Summary Report, Concept Reports, previously completed studies, listed species
reports, Florida Department of Environmental Protection databases, and other sources as
appropriate. The Consultant shall develop conceptual plans and alternatives designs utilizing Computer Aided Drafting and Design (CADD) systems.
The Consultant will provide Efficient Transportation Decision Making (ETDM) support associated with the ACE. Support services may include, but not be limited to:
Preparation of Preliminary Environmental Discussion.
Preparation and/or review of Purpose and Need.
Preparation and participation in Pre-screening activities.
Digitizing the project alternative corridors into the Environmental Screening Tool.
Reviewing Environmental Technical Advisory Committee (ETAT) commentary and
assisting the ETDM Coordinator with assignment of Degrees of Effect (DOE).
Review, finalization and publication of Methodology Memorandum, Alternative
Corridor Evaluation Report, Planning Summary Report, and Programming
Summary Reports.
Preparation of and justification for determining Class of Action.
Coordination with the ETAT during the ETDM Screening events.
Review of ETAT commentary and identification of pertinent issues.
Summarization of all ETAT issues and recommendation of a Summary DOE.
Assisting the City during informal consultation and resolution of
potential disputes with resource agencies.
The Consultant will coordinate and perform the appropriate level of public and stakeholder
involvement for this project. Public Involvement is detailed in Part 1 Chapter 11 of the PD&E
Manual and the FDOT Public Involvement Handbook. The Consultant will prepare materials
(e.g., newsletters, property owner letters, advertisements, handouts, and exhibits) associated with the public and stakeholder involvement for review and approval by the City. Public and stakeholder involvement tasks generally include, but are not limited to the following:
