PUBLIC NOTICECITY OF MIRAMARNOTICE OF FINDING OF NO SIGNIFICANTIMPACT AND NOTICE OF INTENTTO REQUEST RELEASE OF FUNDSNOVEMBER 26, 2024 City of Miramar2200 Civic Center PlaceMiramar, FL 33025(954) 883-5328These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Miramar.REQUEST FOR RELEASE OF FUNDSOn or about December 12, 2024, the City of Miramar will submit a request to the U.S. Department of Housing and Urban Development (HUD) for the release of the City’s Community Development Block Grant funds in the amount of $817,057 (PY 2024-2025) and $207,475 for Home Investment Partnership (HOME) through Broward County HOME Consortium, under Title 1 of the Housing and Community Development Act of 1974, as amended to undertake the following activities:- Single Family Residential Rehabilitation- $403,646 CDBG (PY 2024-2025) for the purpose of providing home repair assistance to low-to moderate-income owner-occupied homeowners in the City who are experiencing conditions in and around their homes that pose a threat to their health, safety and welfare. This Activity will benefit low and moderate-income persons citywide.- Commercial Rehabilitation- $150,000 CDBG (PY 2024-2025) for commercial facade rehabilitation and/ or code compliance improvement to commercial established owners located in low- and moderate-income concentrated areas. This Activity will benefit low- and moderate-income persons as qualified under 570.208(a)(1) Area Benefit Activities.FINDING OF NO SIGNIFICANT IMPACTThe City of Miramar has determined that the projects listed above will not have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at Economic Development and Housing located at 2200 Civic Center Place Miramar, FL 33025 or email epetitfrere@miramarfl.gov. where ERR is available for review and may be examined or copied weekdays 7:00 A.M to 6:00 P.M. Monday – Thursday.PUBLIC COMMENTSAny individual, group, or agency may submit written comments on the ERR to the City of Miramar at the above address. All comments received by December 12, 2024, will be considered by the City of Miramar prior to authorizing submission of a request for release of funds.RELEASE OF FUNDSThe City of Miramar certifies to HUD that Dr. Roy Virgin in his capacity as City Manager for the City Miramar consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. The City of Miramar’s approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Miramar to use HUD program fundsOBJECTIONS TO RELEASE OF FUNDSHUD will accept objections to its release of fund and the City of Miramar certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Miramar; (b) the RE has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by HUD; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to HUD, Miami Field Office, Brickell Plaza Federal Building, 909 SE First Avenue, Rm 500, Miami, FL 33131. Potential objectors should contact HUD to verify the actual last day of the objection period.
