These notices shall satisfy two separate but related procedural requirements for activities to be undertaken by the City of Sebring.
REQUEST FOR
RELEASE OF FUNDS
On or about December 17, 2024, the City of Sebring will submit a request to the Florida Department of Commerce (FloridaCommerce) for the release of Community Development Block Grant funds under Title I of the Housing and Community Development (HCD) Act of 1974, as amended as amended, to undertake a project known as the City of Sebring CDBG-MIT #IRMA 0152 Sebring Fire Station 15 Critical Facility Hardening Project to make the following improvements:
Activities:
The City of Sebring will utilize CDBG-MIT #IRMA 0152 (Hardening) dollars to renovate Fire Station 15, located along Highway 27 in the northwestern quadrant of the city. The hardening project will replace the stations doors and windows, will replace the facilitys emergency electrical generator, transfer switch and electrical panel, and will improve structural bracing to the roof, and walls of Station 15. These hardening measures will benefit residents, businesses and critical community facilities located within the Fire Station 15 service area, which is West and South of Lake Jackson, Sebring, Florida, by ensuring continuity of fire protection services at all times within the service area. This hardening of Fire Station 15 will allow for the fire station to remain open during severe weather events, which will ensure continued operations and will deter delayed response times that could occur if the fire station were inoperable, and the service area had to be served by other fire stations. The hardening mitigation ensures reliable fire-fighting services are maintained for residents, businesses and community facilities located within the service area in the face of future natural disasters, storm events and other systemic stresses, which will reduce risks to critical community lifelines that are essential to human health, safety and economic security.

FINDING OF
NO SIGNIFICANT IMPACT
The City of Sebring has determined that the project will have no significant impact on the human environment. Therefore, an Environmental Impact Statement under the National Environmental Policy Act of 1969 (NEPA) is not required. Additional project information is contained in the Environmental Review Record (ERR) on file at 368 S. Commerce Avenue, Sebring, Florida 33870 and may be examined or copied weekdays 8:30 A.M. to 5:00 P.M.
PUBLIC COMMENTS
Any individual, group, or agency may submit written comments on the ERR to Penny Robinson, CGFO, Assistant City Administrator, City of Sebring, 368 S. Commerce Avenue, Sebring, Florida 33870. Comments may also be submitted via email at pennyrobinson@mysebring.com. All comments must be received by December 16, 2024. Comments will be considered prior to the City of Sebring requesting a release of funds. Comments should specify which notice they are addressing.
ENVIRONMENTAL CERTIFICATION
The City of Sebring certifies to the FloridaCommerce and HUD that John Shoop in his capacity as Mayor consents to accept the jurisdiction of the Federal Courts if an action is brought to enforce responsibilities in relation to the environmental review process and that these responsibilities have been satisfied. FloridaCommerces approval of the certification satisfies its responsibilities under NEPA and related laws and authorities and allows the City of Sebring to use Program funds.
OBJECTIONS TO
RELEASE OF FUNDS
FloridaCommerce will accept objections to its release of funds and the City of Sebrings certification for a period of fifteen days following the anticipated submission date or its actual receipt of the request (whichever is later) only if they are on one of the following bases: (a) the certification was not executed by the Certifying Officer of the City of Sebring; (b) the City of Sebring has omitted a step or failed to make a decision or finding required by HUD regulations at 24 CFR part 58; (c) the grant recipient or other participants in the development process have committed funds, incurred costs or undertaken activities not authorized by 24 CFR Part 58 before approval of a release of funds by FloridaCommerce; or (d) another Federal agency acting pursuant to 40 CFR Part 1504 has submitted a written finding that the project is unsatisfactory from the standpoint of environmental quality. Objections must be prepared and submitted in accordance with the required procedures (24 CFR Part 58, Sec. 58.76) and shall be addressed to Florida Department of Commerce, Office of Long-Term Resiliency at 107 East Madison Street, Tallahassee, FL 32399. Potential objectors should contact the City of Sebring to verify the actual last day of the objection period.
