CITY OF WEST MELBOURNE
SOLICITATION FOR CONSTRUCTION BIDS
RAW WATERMAIN CONVEYANCE PROJECT
The City of West Melbourne requests submittals of bid proposals for the WEST
MELBOURNE RAW WATERMAIN CONVEYANCE PROJECT. The project consists of installing
approximately 12,100 linear feet (LF) of raw water main ranging in size from 12
to 24 (primarily DR-11 HDPE) from four well sites to the proposed New Water
Treatment Plant (WTP) in West Melbourne, Florida. Included in that 12,100 LF are
three directional drills totaling approximately 950 LF that will be drilled
under Hollywood Boulevard and two City-owned canals. The remaining portions of
the raw water main will be installed by trenching, with small sections of
ductile iron pipe and utility adjustments of smaller diameter piping. The
project also includes the installation of approximately 8,500 LF of finished
water transmission main (primarily 20 DR11 HDPE). This also includes three
directional drills totaling approximately 1,155 LF that will be directional
drilled under Hollywood Boulevard and under two City-owned canals. The project
will run a finished watermain from the proposed WTP to a connection point
approximately 1,300 feet west of the Fell Road/Hollywood Boulevard intersection.
Additionally, the project includes installation of a second, finished watermain
from the WTP that will connect to an existing 12 main in the travel lane of
Henry Avenue. Various demolition and restoration of items within the project
areas will be required (including sod, trees, sidewalks, pavement, etc.). All
bids shall be based on the bid documents, specifications and project drawings
included within the bid package. The duration of the contract shall be for 480
days from the issuance of the Notice to Proceed (NTP) to Final Completion, with
Substantial Completion within 450 days from NTP.
In addition, the contractor shall be required to achieve the interim milestone,
which includes the installation, testing and commissioning of the raw water
mains from Wells #1 and #4, as well as the finished water main from the WTP to
Henry Avenue. The duration to achieve the interim milestone shall be 180 days
from the issuance of the NTP, with substantial completion within 150 days from
NTP. Meeting and submittal dates shall be specified in the delivery schedule.
A mandatory pre-bid meeting will be held on Tuesday January 7, 2025 at 1:00 PM
in the Council Chambers located at the Veterans Memorial Complex 2285 Minton
Road, West Melbourne, Florida 32904. This Pre-Proposal meeting will allow all
Proposers the opportunity to bring forward any questions concerning this
proposal.

or equipment described herein will be accepted at the City of West Melbourne,

32904 until 2:00 pm on February, 2025. Under no circumstances shall any bid
offer be accepted after the above-stipulated date and time. All bids will be
stamped as to the date and time the bid was submitted. The date and time stamp
shall be used to determine the timely basis of all bids. This is an advertised
solicitation, and the offers will be publicly opened at the West Melbourne City
Hall located at 2240 Minton Road, 2nd Floor, West Melbourne, Florida 32904 on
February, 2025 at 2:10 pm. The supply, delivery, construction, equipment
quantity, unit price and total cost amount of the referenced project shall be
based on the design drawings and bid documents.
