REQUEST FOR QUALIFICATIONS
The District Board of Trustees (Board) of Seminole State College of Florida
(College) located at 100 Weldon Boulevard, Sanford, Florida 32773, is issuing
an Invitation to Negotiate (ITN) to solicit responses from interested parties to
enter into an agreement with the College for Bookstore Management Services for
the College Bookstores located at
Altamonte Springs Campus, Altamonte Springs, FL
Heathrow Campus (No physical location. Services provided through the
Sanford/Lake Mary Campus), Heathrow, FL
Oviedo Campus (Seasonal Rush Services), Oviedo, FL
Sanford / Lake Mary Campus, Sanford, FL
(Note:
The Bookstore Services provider will operate as a third-party provider, serving
the needs of faculty, staff, and students.)
Through this solicitation for Proposals, the College is seeking to identify an
entity with appropriate qualifications, experience, financial capacity, and a
proven track record of providing similar products and services.
Two or more entities may collaborate in submitting a response to this ITN, but a
single entity must be designated to contract with the College and be responsible
for performance under any future contract.
The College will award a contract for College-Wide Bookstore Management
Services. The services are further described in the Invitation to Negotiate
located on the Colleges solicitation portal:

There will be a one-time, mandatory, site visit with prospective individuals
and/or Firms (collectively the Firms) representing their own businesses held
on Wednesday, January 22, 2025, at 9:00 a.m. EST. The meeting will be held in
the UP Building, Room 1205 on the Sanford/Lake Mary Campus, 100 Weldon
Boulevard, Sanford, Florida, 32773. Those Firms present must be representing
their own business.

BidNet at:

Questions regarding responses to this Invitation to Negotiate should be sent
using the BidNet portal no later than Friday, January 24, 2025, at 5:00 PM EST.
For a Firms response to be considered, it must be electronically submitted no
later than 10:00 AM EST, February 7, 2025, to the Colleges BidNet site.
After the closing time, Proposals will be opened for the sole purpose of
recording the names of the Firms submitting and to deliver all timely received
proposals to the selection committee.
On Monday, February 17, 2025, at 9:00 AM EDT a public meeting will be held to
review and rank the Firms, and announce finalists (shortlist). This meeting will
take place in the UP Building, Room 1205 on the Sanford/Lake Mary Campus, 100
Weldon Boulevard, Sanford, Florida, 32773.
On Thursday, February 27, 2025, at a time to be determined interviews will be
held with shortlisted Firms in the UP Building, Room 1205 on the Sanford/Lake
Mary Campus, 100 Weldon Boulevard, Sanford, Florida, 32773. The College will
determine which shortlisted Firm will be presented to the Board of Trustees at
their regularly scheduled meeting on Monday, March 24, 2025, beginning at 2:00
p.m.
Any Firm requiring special accommodations due to a disability or physical
impairment at any of the public meetings regarding this RFQ should contact
Armina Santana, Director of Purchasing, (407) 708-2174 at least three (3)
working days prior to any meeting.
If a Firm chooses to appeal any decision with respect to any matter considered
at the above cited meetings, it will need a record of the proceedings and
meeting recordings, which record includes the testimony and evidence upon which
the appeal is to be based.

Any Proposal received after the specified time and date shall not be considered;
additionally, proposals submitted orally, telephonically, e-mailed, faxed, or
modified shall not be accepted. All proposals must be submitted via the
Colleges BidNet system.
Selection Committee members, Board of Trustees and College personnel (except the
Director of Purchasing) are not to be contacted prior to the public meeting at
which the Board of Trustees will decide to approve or reject the final
recommendation presented to it by the President of the College. At the
discretion of the College failure to comply with this requirement will be
grounds for disqualification.
Specifically, this NO-CONTACT PERIOD shall commence on the date of the
advertisement of the RFQ and continue through and include the date the Board of
Trustees makes its determination to approve or reject the final recommendations.
The District Board of Trustees of Seminole State College of Florida reserves the
right to waive minor, nonmaterial irregularities in any or all Statements of
Qualifications and accept or reject, in part or in full, any or all Statements
of Qualifications.
Pursuant to Section 1010.04, Florida Statutes, Florida College System
institutions may not request documentation of or consider a vendors social,
political, or ideological interests nor give preference to a vendor based on the
vendors social, political, or ideological interests.
