JOINT FEDERAL, STATE, LOCALPUBLIC NOTICEJanuary 28, 2025 The Federal Emergency Management Agency and Florida Division of Emergency Management have received the following application for Federal grant funding. Final notice is hereby given of the Federal Emergency Management Agency’s (FEMA) consideration to provide funding in the form of Hazard Mitigation Grant Program. Funds will be provided in accordance with Section 404 of the Robert T. Stafford Disaster Relief and Emergency Assistance Act, Public Law 93-288, as amended.Under the National Environmental Policy Act (NEPA), federal actions must be reviewed and evaluated for feasible alternatives and for social, economic, historic, environmental, legal, and safety considerations. Under Executive Order (EO) 11988 and EO 11990 FEMA is required to consider alternatives to and to provide public notice of any proposed actions in or affecting floodplains or wetlands. EO 12898 also requires FEMA to provide the opportunity for public participation in the planning process and to consider potential impacts to minority or low-income populations. Funding for the proposed project will be conditional upon compliance with all applicable federal, tribal, state and local laws, regulations, floodplain standards, permit requirements and conditions. Applicant:City of Pompano BeachProject Title:HMGP-4709-(028)- City of Pompano Beach, North Riverside Drive, Flood Risk ReductionLocation of Proposed Work:The project runs along North Riverside Drive, starting to the south at the intersection with East Atlantic Boulevard and ending to the north at its crossing with Northeast 14th Street.Proposed Work and Purpose:The project proposes improvements to the existing stormwater drainage system along North Riverside Drive and the construction of two (2) new pump stations. The current drainage system consists of an 18-inch pipe that is outdated and unable to handle the increasing frequency and severity of flooding events. Project-specific activities include the installation of new reinforced concrete pipe (RCP) drainage ranging from 18-inch to 42-inch, construction of new catch basins, inlets, manholes, junction structures, curbs and gutters, flap gates, and the necessary restoration of roads and utilities. The two new pump stations will have an approximate capacity of 20,000 Gallons per Minute (GPM). The first one will be located at Northeast 2nd St and the second one at Northeast 12th St. The pump stations will be connected to the stormwater management system through 42-inch pipes and provide discharge through two new 42-inch outfalls into the Intracoastal Waterway on the west side of the project area. All proposed improvements will be constructed within the existing right-of-way. North Riverside Drive is prone to frequent flooding from street sheet flows from adjacent roads at higher elevations and tidal events, exacerbated by the rising sea level. During king-tides the road is constantly flooded, severely affecting residents and merchants. Once completed, the project shall reduce expensive structural, content, and displacement damages to residential and commercial properties in the area as well as reduce damage and loss of service to North Riverside Drive, allowing safe and unrestricted access to residents, first responders, and emergency vehicles during and after storm and tidal events.Project Alternatives:The alternatives to the project that have been and will be considered are 1) the no action alternative and 2) replacing 200 feet of the current 18-inch pipe at different locations within the project area with a 36-inch pipe. These alternatives to the proposed project are not viable because under Alternative 1) Repetitive flooding is not alleviated and the needs of the community would not be served; and Alternative 2) This would be a short-term remedy with a high likelihood that the system would need to be replaced and upgraded again within the next few years and may not prove effective during major storm events or king tides, therefore not practicable.Comment Period:Comments are solicited from the public; local, state or federal agencies; and other interested parties in order to consider and evaluate the impacts of the proposed project. The comments should be made in writing and addressed to the Florida Division of Emergency Management, Bureau of Mitigation, 2555 Shumard Oak Blvd., Tallahassee, FL 32399-2100. The State will forward comments to applicable regulatory agencies as needed.
