NOTICE OF DISPOSAL OF PROPERTY IN COMMUNITY REDEVELOPMENT AREA
Notice is hereby given pursuant to Section 163.380(3)(a), Florida Statutes, that the City of Homestead (the City) is the owner, and intends to dispose of an interest through sale, of an approximately 2.15-acre parcel, commonly identified as the library site on the former City Hall property and generally located at 700 N Homestead Boulevard, identified as Folio No. 10-7918-000-0013, and more particularly described as follows (the Property):
A portion of the North one-half of the Northeast one-quarter, Section 18, Township 57 South, Range 39 East, being more particularly described as follows: Begin at the Southwest corner of the North one-half of the Northeast one-quarter of said Section 18; thence N 08 5756 E, (Bearings based on Florida Coordinate System, East Zone), along the South line of the North one-half of the Northeast one-quarter of said Section 18, for 311.40 feet to an intersection with the Northwesterly right away line of U.S. Highway No. 1; thence N 411508 E along set right of way line for 579.17 feet to the point of a curvature of a circular curve concave to the northwest; thence Northeasterly alongside right of way along the arc of said curve having a radius of 2806.93 feet and a central angle of 3 2203 for 164.96 feet to the Point of Beginning of the following described the parcel; thence continue along said right of way line, along the arc of said curve having a radius of 2806.93 feet and a central angle of 1 3759 for 80.00 feet; thence N 04850 W four 156.88 feet, thence S 89 1110 for 320.00 feet; thence N 3902 26 W for 144.65 feet; thence S 04850 E for 333.65 feet; thence N 89 1110 E for 360.38 feet to the Point of Beginning; said lands lying and being in the City of Homestead, Dade County, Florida, and containing 2.15 acres more or less.
Access to the Property will be facilitated by the City through the granting of an easement over the entrance to the adjacent parcel to the north.
The City is interested in the development of the Property as a casual, sports bar food and beverage establishment (Food and Beverage Establishment) that will be locally-owned and operated and given a brand which captures a South Florida identify. Preference will be given to established, authentic brands that have a history of focusing on a South Florida identity and market. The design of the site must include a distinctive layout for building(s), signage, parking, landscape and streetscape that integrates both retail and restaurant components, creating a vibrant, mixed-use environment, incorporating an access drive from south bound U.S.1 Highway, and activating the prominent frontage along U.S. 1 Highway. The value of the foregoing improvements shall be a consideration for the Proposal. The Food and Beverage Establishment is expected to offer a full food menu catering to lunch, dinner, and late-night patrons with corresponding hours. The City values business models that provide ownership opportunities to employees, encouraging workforce development and shared success. The Food and Beverage Establishment should demonstrate operational excellence, with the ability to remain open 365 days a year and sustain significant customer engagement, aiming to attract 12,000 to 15,000 customer visits per week and generate annual unit volumes exceeding $7,500,000.00 The City also values businesses that become engaged community partners, and, so, preference will be given to proposals that integrate community focused promotions and initiatives into the operations of the Food and Beverage Establishment throughout the year. Proposals will be evaluated based on their alignment with the Citys vision, the proposers experience with similar developments, financial strength and funding strategy, proposed terms of a purchase, and demonstrated ability to create a successful, community-driven business and the speed of implementation.
Any party interested in purchasing the Property, as described, a portion thereof, or as may needed to be reconfigured to accommodate a site plan, for purposes of developing the Food and Beverage Establishment is hereby notified that proposal to acquire the Property must be made and submitted to the City of Homestead Attention: City Manager, 100 Civic Court, Homestead, Florida 33030. Proposals must be received by the City no later than the close of business on March 3, 2025. Additional information regarding the Property may be obtained from the office of the City Manager. In the event the City does not receive any proposals in response to this invitation to submit proposals, or in the event that all proposals received by the City are rejected, the City reserves the right to seek, negotiate, and accept proposals deemed to be in the public interest from any other person or entity without further notice.
