NOTICE OF PUBLIC HEARING

Notice is hereby given that a Public Hearing will be held by the Board of County Commissioners of Palm Beach County, Florida, on Tuesday, February 11, 2025 at 9:30 a.m. in the Jane Thompson Memorial Chambers, 6th Floor of the Governmental Center. 301 North Olive Avenue, West Palm Beach, Florida, regarding the following:

A) Approve the following Secondary Service Provider Emergency Medical Service (EMS) Certificates of Public Convenience and Necessity (COPCNs) for the period February 11, 2025 through June 30, 2027 that met the EMS Ordinance application requirements, were recommended by the EMS Advisory Council, and based on staff's review met the need for the proposed service:

I. MCT Express, Inc. d/b/a All County Ambulance (All County Ambulance) Service area all of Palm Beach County. 2. National Health Transport Inc. Service area all of Palm Beach County.

B) Deny the following Secondary Service Providers EMS COPCNs for the period of February II, 2025 through June 30, 2027 that met the EMS Ordinance application requirements, were recommended by the EMS Advisory Council, but based on staffs review did not meet the need for the proposed service:

1. Positive Mobility Inc. d/b/a Elite Medical Response (Elite Medical Response) Service area all of Palm Beach County. 2. Palms West Hospital Limited Partnership d/b/a HCA Florida Palms West (HCA Florida Palms West) Service area is limited to HCA Florida Palms West patients needing transports between HCA Florida Palms West and other medical facilities.

C) Deny the following Secondary Service Provider EMS COPCN for the period February 11. 2025 through June 30, 2027 that met the EMS Ordinance application requirements but was not recommended by the EMS Advisory Council and based on staffs review did not meet the need for the proposed service:

I. E-Care Ambulance, Inc. (E-Care Ambulance) Service area all of Palm Beach County.

D) Deny the following Secondary Provider EMS COPCN for the period February 11, 2025 through June 30, 2027 that did not meet the EMS Ordinance application requirements, was not recommended by the EMS Advisory Council and did not meet the need for the proposed service:

1. Rapid Response Medical Transportation LLC d/b/a Rapid Response Ambulance d/b/a Rapid Response EMS (Rapid Response Medical Transportation) Service area all of Palm Beach County
