1. Introduction
The City of Quincy seeks proposals from qualified and experienced Building and Planning Consultants to provide professional services for various projects. The selected consultant will assist with tasks related to building code compliance, zoning, urban planning, and other development-related activities.
2. Background

3. Scope of Work
The consultant will provide services that may include, but are not limited to:
Building Plan Review: Evaluate building plans for compliance with applicable codes and standards.
Zoning and Land Use Analysis: Assess proposed developments for compliance with zoning regulations and land use plans.
Development Application Review: Review and provide recommendations on applications, including site plans, rezoning requests, and special permits.
Attend Monthly Planning Development and Review Board Meetings as Staff representative
Permit Processing Assistance: Assist with processing building and development permits to ensure efficiency and compliance.
Code Compliance Consultation: Advise on building and safety codes, ordinances, and enforcement procedures.
Community Engagement Support: Participate in public hearings and meetings to present findings or provide expert testimony.
Technical Support: Offer guidance on urban design, environmental impact assessments, and infrastructure planning.
Conduct site visits for pre-development evaluations and safety inspections for group home applicants.
Perform Environmental Inspections: of residential properties to ensure compliance with applicable standards.
Review Appropriation Applications: within the Historic District to assess alignment with preservation guidelines.
Participate in Historic Preservation Monthly Meetings: to support the protection and enhancement of culturally significant areas.
4. Proposal Requirements
Respondents are required to submit a proposal that includes the following:
1. Cover Letter: Introduce the firm or individual and summarize your qualifications.
2. Company Profile: Provide an overview of your organization, including years in business, areas of expertise, and key personnel.
3. Relevant Experience: Describe previous projects similar in scope and size, including client references.
4. Fee Structure: Provide a detailed fee schedule, including hourly rates, travel costs, and any other expenses.
5. Availability: Indicate your availability to begin work and estimated turnaround times.
6. Additional Information: Any other relevant information that may support your proposal.
5. Evaluation Criteria
Proposals will be evaluated based on the following criteria:
Experience and qualifications of the consultant or team.
Understanding of the scope of work and proposed approach.
Cost-effectiveness of the proposal.
References and past performance.
Availability and responsiveness.

7. Questions and Clarifications
All questions regarding this RFP must be submitted in writing to the Purchasing Agent at the City of Quincy no later than Monday February 24, 2025, at 5:00 PM. Responses to all questions will be shared with all prospective respondents.
8. Terms and Conditions
City of Quincy reserves the right to reject any or all proposals.
The selected consultant will be required to enter into a formal agreement with the City of Quincy.
Proposals must remain valid for a minimum of 90 days from the submission deadline.
