INVITATION TO BID
Sealed proposals will be received by the City of Melbourne, Florida, through the
Engineering Department, 900 East Strawbridge Avenue, Melbourne, Florida, 32901,
until 11:00 a.m., local time, April 10, 2025, at which time and place bids will
be opened and publicly read for constructing Lift Station No. 42 Replacement
Project No. 32422 in the City of Melbourne, Florida.
DESCRIPTION OF WORK
Lift Station No. 42 needs to be renovated from the existing doghouse style with
pumps on top of wet well to current lift station standards.
The work includes furnishing all material, labor, and equipment necessary for
constructing Lift Station No. 42 Replacement. All work is to be done in
accordance to the plans and specifications of Project No. 32422.
This project is not funded by state or federal funds.
The Contractor shall not subcontract more than 50% of the work based on the
total contract price. Applicant may not utilize subcontractors for the role of
project manager . The successful bidder must be able to show a past history of
three (3) successfully completed submersible pump public lift station projects
within the past ten (10) years that are compliant with the applicable permits
and standards. A reference list must be provided demonstrating said successfully
completed work which includes project name, owner contact information,
consultant contact information, description of work, contract value, and dates
that the work occurred.

A non- mandatory pre-bid meeting is scheduled at 1:00 PM on March 25, 2025 at
1310 Shenandoah Drive, Melbourne, FL 32901.
Plans, specifications and contract documents will be open to inspection and may
be obtained on CD at the City of Melbourne, Engineering Department, 3rd Floor,
900 East Strawbridge Avenue, Melbourne, FL 32901, or www.demandstar.com, or via
email at OR kacie.black@mlbfl.org. Only complete sets of plans and
specifications will be distributed. CDs may be obtained upon payment of $5.00
plus shipping. This payment will not be refunded.
All questions about the meaning or intent of this Invitation to Bid must be
submitted in writing at least fourteen (14) calendar days prior to bid due date.
All questions must be directed to the City of Melbourne, 900 E. Strawbridge
Avenue, Melbourne, FL 32901, Attention: Kacie Black, Engineering Department, or
Kacie.black@mlbfl.org. Only questions answered by formal written addenda will be
binding. Oral and other interpretations or clarifications will be without legal
effect and shall not be relied upon by Bidders in submitting their bids.
Bids must be accompanied by a cashier's check, bid bond or negotiable instrument
in an amount not less than five percent of the bid. Bid bonds shall be
countersigned by an agent having an established place of business in the State
of Florida. No bid may be withdrawn for a period of 55 days after scheduled
closing time for receipt of bids. Bidders must include one original and one copy
of their submitted bid.
The Contractor must ensure that employees and applicants for employment are not
discriminated against because of their race, color, religion, sex or national
origin. Minority and femaleowned businesses are encouraged to apply. The City
of Melbourne is an equal opportunity employer.
The Contractor shall comply with the City of Melbourne Code pertaining to
Hometown Labor Law relating to all bidding requirements and contract awards of
$100,000.00 or greater, that are completely funded by the City.
A person or affiliate who has been placed on the convicted vendor list following
a conviction for a public entity crime may not submit a bid on a contract to
provide any goods or services to a public entity, may not submit a bid on a
contract with a public entity for the construction or repair of a public
building or public work, may not submit bids on leases of real property to a
public entity, may not be awarded or perform work as a contractor, supplier,
subcontractor, or consultant under a contract with any public entity, and may
not transact business with any public entity in excess of the threshold amount
provided in Section 287.017, for Category Two for a period of 36 months from the
date of being placed on the convicted vendor list.
An entity or an affiliate that has been placed on the Discriminatory Vendor List
may not submit a bid, proposal or reply on a contract to provide any goods or
services to a public entity; may not submit a bid, proposal or reply on a
contract with a public entity for the construction or repair of a building or
public works; may not submit bids, proposals, or replies on leases of real
property to a public entity; may not be awarded or perform work as a contractor,
supplier, subcontractor, or consultant under a contract with any public entity;
and may not contract business with any public entity.
By signing this bid, the Bidder certifies, to the best of its knowledge or
belief, that the Bidder and its principals have not been placed on the
discriminatory vendor list. Bidders on the discriminatory vendor list may not
submit a bid.
The City of Melbourne, Florida, reserves the right to reject any and all bids,
and to waive technicalities and informalities.
