Hawk Sunrise LLC (the Owner) hereby requests proposals to provide services relating to the following:
Sunrise Community: I-75 Utility Crossing, Old Trilby Rd to Sunrise Blvd
Hernando County Request for proposals to provide services relating to utilities, earthwork, and all other inherent elements of site development to the construction plans.
Bid packages for the above work items will be available beginning April 17th, 2025, at 2:00 p.m. via electronic distribution by the office of Coastal Engineering Associates, Inc. Each Bid Package will include, but not be limited to, the Request for Proposals, proposal and contract documents, and construction plans and specifications. Deanne Leto shall be the contact person regarding the Bid Packages, dleto@coastal-engineering.com.
The Owner has the right to reject all proposals, make modifications to the work, and waive any minor informalities and irregularities in proposals as it deems appropriate, if it determines in its discretion that it is in the best interest of the Owner to do so. In Addition, this project is subject to the availability of funds and the project may be cancelled if funds are not available. The successful proposer must execute a contract with the Owner and file the requisite Performance and Payment Bonds and insurance within fourteen (14) calendar days after the receipt of the Notice of Award.
Any person who wishes to protest the Bid Package, or any component thereof, shall file with the Owner a written notice of protest within seventy-two (72) hours after the Bid Package is made available, and shall file a formal written protest with the Owner within seven (7) calendar days after the date of timely filing the initial notice of protest. Filing will be perfected and deemed to have occurred upon receipt by the Owner at 2502 N Rocky Point Dr # 1050, Tampa, FL 33607. Failure to timely file a notice of protest or failure to timely file a formal written protest shall constitute a waiver of any right to object to or protest the contents of the Owners Bid Package. The formal written protest shall state with particularity the facts and law upon which the protest is based.
A mandatory pre-bid teams meeting will be held April 24th, 2025, at 2:00 p.m. NOTE: Interested contractors should email dleto&coastal-engineering.com prior to the April 24th, 2025, pre-bid meeting to be included in the meeting invite. Ranking of proposals will be made based on qualifications according to the evaluation criteria contained within the Bid Package. All questions related to this project shall be directed in writing via email to Coastal Engineering Associates, Inc., no later than 3:00 p.m. on May 15th, 2025.
Firms desiring to provide services for this project must submit one (1) original, one (1) PDF of the required proposal and one (1) Excel file of the Schedule of Values and a linked schedule with an anticipated start date to final completion by no later than 2:00 p.m. on June 5, 2025, via certified mail or couriered delivery to the attention of Brian Malmberg at Coastal Engineering Associates, Inc. located at 966 Candlelight Blvd Brooksville, FL 34601. Electronic bid materials shall be submitted on an external, physical storage device. Proposal packages shall be submitted in a sealed opaque package, shall bear the name of the proposer on the outside of the package and shall identify the name of the project. Proposals will be opened at the time and date stipulated above; those received after the time and date stipulated above will be returned un-opened to the proposer. Any proposal not completed as specified or missing the required proposal documents as provided in the Bid Package may be disqualified.
