INVITATION TO BID (ITB)
The Highlands County Board of County Commissioners, Highlands County, Florida will receive sealed bids in the Highlands County Purchasing Division (Purchasing Division) for:
ITB 25-016-RDV Memorial Drive Multi-use Path, Alternate: City of Sebring Utility Modifications
The project consists of providing all materials, equipment, and labor to construct an eight foot (8) wide multi-use path (MUP) along the right-of way of Memorial Drive from Pompano Drive to Sebring Parkway in Sebring, FL for an approximate distance of 7,500 linear feet (Alternate: City of Sebring Utility Modifications).

A MANDATORY PRE-BID MEETING will be held for this solicitation at 9:00 AM on Wednesday, July 2, 2025, in the Highlands County Engineering Training Room, 505 S. Commerce Ave. 2nd Floor, Sebring, Florida 33870. If mandatory, the County will only accept bid submittals from bidders that are represented during the entire pre-bid meeting and are signed in on the sign-in sheet. Public is invited to attend this meeting.
Bid Submission: Bid submittals will be accepted by Electronic submission to the County website using VendorRegistry.com OR Hard Copy submission in a sealed and marked package with the name of the Respondent, Solicitation number, and title so as to identify the enclosed response. A hard copy submission shall include one (1) original and one (1) exact electronic copy (thumb drive) of the submission packet. Deliver to the Purchasing Division, 600 S. Commerce Ave, Sebring, Florida 33870-3809. Either method must provide all bid documents no later than 3:30 P.M., Wednesday, July 23, 2025, at which time they will be publicly opened. The public is invited to attend this meeting.
One or more County Commissioners may be in attendance at meetings.
The Boards Local Preference Policy (Local Preference Policy) and Women/Minority Business Enterprise Preference Policy (W/MBE) will not apply to the award of this ITB.
