CITY OF GULFPORT, FLORIDA
REQUEST FOR PROPOSAL (RFP) - THIRD PARTY PROVIDER FOR LICENSED CONTRACTOR PERMITTING, PLAN REVIEW AND INSPECTIONS IN COMPLYING WITH THE FLORIDA BUILDING CODE
The City of Gulfport seeks proposals from qualified, state certified private provider firms to manage contractor permitting through plan review and inspection services that ensure compliance with the Florida Building Code, state statutes, and local ordinances. Proposals will be accepted by the City of Gulfport, Office of the City Clerk, Gulfport City Hall, 2401 53rd Street South, Gulfport, Florida 33707 until 11:00am local time on Tuesday, August 26, 2025.
The selected provider will be responsible for: 1) Perform thorough plan review for contractor permits. 2) Conduct field inspections for compliance with the technical requirement of the Florida Building Code. 3) Deliver most permit reviews and inspections within the time frame prescribed by Florida Statute, unless special issues arise.4) Coordinate digitally with City staff, contractors, and applicants (via portal, email, or phone). 5)Attend on-site meetings as needed. 6) Assist with post-hurricane or post-disaster building inspections (experience preferred).7) Work effectively within the Citys existing permitting software: BS&A Software (cloud application).
Responding providers MUST demonstrate:
At least 5 years of experience in process improvement or operational efficiency consulting for municipal governments.
Specific expertise with building departments and permitting workflows.
Knowledge of Florida Building Code and permitting regulatory requirements.
A track record of working with public sector clients in the state of Florida on efficiency assessments or modernization initiatives.
The ability to synthesize input from a range of stakeholders and provide realistic, actionable solutions.
The following are minimum requirements to be considered:
1. Be licensed under Chapter 471 (Engineers), 481 (Architects), 468: Part XII (Building Code Administrators) of the Florida Statutes.
2.Demonstrate previous third-party permitting experience for contractors.
3.Be proficient with municipal permitting systems, including BS&A Software (or have the ability for staff to learn the software).
4.Maintain required insurance and bonding.
5.Comply with all applicable Florida and Federal laws.
