WATER METER REPLACEMENT
General Notice
Town of Horseshoe Beach (Owner) is requesting Bids for the construction of the following Project:
Water System Improvements - Water Meter Replacement
Sealed Bids for the construction of the Project must be received at the Town of Horseshoe Beach Town Hall located at 18 5th Avenue E Horseshoe Beach, FL 32648, by Tuesday, October 7, 2025, at 12:00 Noon local time. The sealed Bids received will be publicly opened and read on Thursday, October 9, 2025, at 6:00 PM during the Town Council meeting.
The Project includes the following Work:
To provide a meter installation project for Owner-supplied Automated Meter Reading (AMR) drive-by system for the Town’s existing water system with over 500 metered services. Installing Owner-furnished meter system components including meters, boxes, piping and valves. As noted in the Project Bid Form, there are the denoted quantities of pack joints, curb stops, and check valves, along with additional piping, fittings, shop supplies and consumables, required to be furnished by the Bidder under this primarily Installation project.
Bids are requested for the following Contract:

The Project has an expected duration of 180 days.
Obtaining the Bidding Documents
Information and Bidding Documents for the Project can be found at the following designated website:

Bidding Documents may be downloaded from the designated website. Prospective Bidders are urged to register with the designated website as a plan holder, even if Bidding Documents are obtained from a plan room or source other than the designated website in either electronic or paper format. The designated website will be updated periodically with addenda, lists of registered plan holders, reports, and other information relevant to submitting a Bid for the Project. All official notifications, addenda, and other Bidding Documents will be offered only through the designated website. Neither Owner nor Engineer will be responsible for Bidding Documents, including addenda, if any, obtained from sources other than the designated website.

Prospective Bidders may obtain or examine the Bidding Documents at the Issuing Office on Monday through Thursday between the hours of 9am to 5 pm and may obtain copies of the Bidding Documents from the Issuing Office as described below. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Printed copies of the Bidding Documents may be obtained from the Issuing Office by paying a deposit of $250.00 for each set. Bidders who return full sets of the Bidding Documents in good condition within 10 days after receiving Bids will receive a full refund. Non-Bidders, and Bidders who obtain more than one set of Bidding Documents, will receive a refund of $250.00 documents returned in good condition within the time limit indicated above. Make deposit checks for Bidding Documents payable to North Florida Professional Services, Inc.
Pre-bid Conference
A pre-bid conference for the Project will be held on Wednesday, September 17, 2025, at 11:00 AM at Town of Horseshoe Beach Town Hall located at 18 5th Avenue E, Horseshoe Beach, FL 32648. Attendance at the pre-bid conference is encouraged but not required.
All Bidder questions must be in writing and received by NFPS no later than Tuesday, September 30, 2025, at 5:00 PM. Submit written questions to Debbie Motes at dmotes@nfps.net.
Instructions to Bidders
The Owner reserves the right to reject any or all bids. For all further requirements regarding bid submittal, qualifications, procedures, and contract award, refer to the Instructions to Bidders that are included in the Bidding Documents.
Domestic Preference
This project is subject to the Build America, Buy America Act (BABAA) requirements under Title IX of the Infrastructure Investment and Jobs Act (IIJA), Pub. L. 117-58, §§ 70901-70953. Absent an approved waiver, all iron, steel, manufactured products, and construction materials used in this project must be produced in the United States.
