NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Osceola County, Florida will at 5:30 P.M. on Monday, October 20th, 2025, or as soon thereafter as practical, and in the Commission Chambers at 1 Courthouse Square, Suite 4100, Kissimmee, Florida, consider and act on the following proposed County Agreement. Tri-Party Development Agreement, with the City of St. Cloud (the City), and Heritage St. Cloud LLC (Developer), for the right of way dedication, design, permitting, and construction of approximately 0.941-miles of Framework Road Improvements (4-lane Cross Prairie Parkway and Nolte Road) on certain real property, known as Heritage St. Cloud, generally located south of Nolte Road, north of Avenue P, west of Floridas Turnpike, and east of Avenue D, and including all associated roadway, and comprised of approximately 3.14 acres of ultimate right of way, more or less. The Developer agrees to advance the funds necessary for the design, permitting, and construction of the Framework Road Improvements. The estimated cost of the Framework Road Improvements including right of way is $25,182,862.82, with the Jurisdiction responsible for $12,996,449.03 ($11,940,389.94 for construction and $301,181.38 for right of way). Because the Development has been annexed, the City shall reimburse the Developer through the Developer Funded Agency Obligation program per the Mobility Fee Ordinance #2024-26 and the Osceola County/St. Cloud Transportation Interlocal Agreement. For its share, the County will offset the credits with a payment to the Developer of up to $2,000,000 or the sum of required payments from the City, whichever is less, each year until $6,000,000 has been paid. The purpose of the public meeting is to consider whether it is in the publics best interest to accept the proposal and enter into an agreement pursuant thereto.
If a person decides to appeal any decision made by the Board with respect to any matter considered at such meeting, a record of the proceeding will be needed, and for such purposes, it may be needed to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
