NOTICE OF PUBLIC HEARING NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Osceola County, Florida will at 5:30 P.M. on Monday, October 20, 2025, or as soon thereafter as practical, and in the Commission Chambers at 1 Courthouse Square, Suite 4100, Kissimmee, Florida, consider and act on the following proposed County Agreement. Tri-Party Development Agreement, with the City of St. Cloud (the City) and the Edgewater West Community Development District (the EWCDD) for the design, permitting, mitigation, CEI, right of way dedication, and construction of approximately 5.39 -miles of Framework Road Improvements (Avenue D, Avenue G, Avenue O, Avenue P, Avenue Q, and Boulevard D) on certain real property, known as Edgewater West, generally located north of Kissimmee Park Road, south of Clay Whaley Road, west of Avenue G, and east of Cherokee Road, and including all associated roadways, and comprised of approximately 77.2 acres of ultimate right of way, more or less. The developer agrees to advance the funds necessary to perform a PD&E or similar study up to a maximum $500,000 for the Offsite Avenue P improvements. The estimated cost of the Framework Road Improvements (excluding right of way) is $119,048,787, with the Jurisdiction responsible for $38,753,766 (39.5%) and the EWCDD covering $80,295,021 (60.5%). The estimated credit for right of way dedication for the drainage ponds and ultimate typical section is $5,965,908. The total estimated cost to the Jurisdiction is $44,719,674, which does not exceed the total estimated Mobility Fees payable of $57,823,053 with respect to the development of Edgewater West. As the EWCDD is annexed to the City, the City will be the Jurisdiction responsible for issuing all credits. The City shall reimburse the EWCDD through the Developer Funded County Obligation program per Mobility Fee Ordinance #2024-26 and the Osceola County/City of St. Cloud Transportation Interlocal Agreement. The purpose of the public meeting is to consider whether it is in the publics best interest to accept the proposal and enter into an agreement pursuant thereto. If a person decides to appeal any decision made by the Board with respect to any matter considered at such meeting, a record of the proceeding will be needed, and for such purposes, it may be needed to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
