Notice for Statement of Qualifications Related SOQ26 8750 OQ Professional Engineering Consultant Services for OUCs Innovation Substation Interconnection Project Select Engineering Consultant(s) The Orlando Utilities Commission request for Engineering, Consulting, and Support Services for the construction of a new 230 kV six-position ring bus substation that will interconnect with the Stanton to Lake Nona (7-1732) 230 kV transmission line. The Orlando Utilities Commission (OUC) Transmission Business Unit is currently seeking to select one firm capable of providing professional engineering and consulting services in the areas including, but not limited to, transmission, substation engineering, environmental consulting, bidding support, support of transmission system operations, and construction support for the Innovation Substation Interconnection Project. Overview of the project: The project engineering and design services involve the construction of a new 230 kV six-position ring bus substation that will interconnect with the Stanton to Lake Nona (7-1732) 230 kV transmission line. The initial substation footprint will include: One bay dedicated to a large customer connection supplying approximately 20 MVA. Two bays required to connect the substation into the Stanton and Lake Nona substations. The customer-owned 20 MVA transformer will be located outside of the new OUC substation, within the customers facility. The customer will be responsible for construction, operation, and maintenance of its own facility. The project will begin with conceptual engineering including the environmental aspects of the project, which will define the substations initial and ultimate build-out, interconnection requirements, including any applicable environmental plans, permitting support, and providing OUC with an engineers budgetary cost estimate and schedule for the overall project. Major substation work will include the procurement and installation of: 230 kV circuit breakers, Disconnect switches, Voltage transformers, Supporting structures, Transmission poles, Associated civil work, Relay protection. Requests to be included as a prospective respondent to the SOQ Request in VendorLink must be received by OUC no later than 5:00 p.m. local time on October 20, 2025. The SOQ package is targeted to be posted on or before October 23, 2025, for access by the requesting parties through VendorLink. Responses to the SOQ Request must be received by OUC per the instructions contained within the SOQ document on or before 2:00 pm, on the specified due date.
