TOWN OF WELAKA, FLORIDA
Sealed Bids for the construction of the FDEP WWTF Expansion & Upgrades project will be received by Town of Welaka, Florida at Town Hall, 400 4th Avenue, Welaka, Florida 32193, until Tuesday, December 16, 2025 at 3:00 pm local time. At that time, the Bids received will be publicly opened and read aloud.
The Project includes the following Work: Furnishing all labor, equipment, and materials to construct a new 0.125 MGD conventional wastewater treatment facility (WWTF), which will include: concrete influent structure with static screen, cyclone grit removal, and flow splitting; one (1) 0.125 MGD ADF package biological treatment unit (BTU No. 1) consisting of pre-anoxic, aeration, post-anoxic, re-aeration, clarification, and digester compartments within a prestressed concrete tank; associated process pumps and blowers located outside the BTU tankage; two (2) disk-type filters in stainless steel tankage; chlorine contact chamber with two (2) isolatable compartments constructed of poured-in-place concrete; influent pump station modifications; in-plant reuse pump station; chemical feed and storage facilities; operations/control building;; modification of the existing on-site rapid infiltration basins (RIBs); yard piping; sitework; electrical/instrumentation and SCADA, including new emergency generator; associated restoration; and the demolition of the existing 0.100 MGD WWTF. Additive Alternates, which include additional WWTF upgrades and expanded treatment capacity via BTU No. 2, may be included in the project based on available budget.
Bids are requested for the following Contract: FDEP WWTF Expansion & Upgrades - FDEP Agreement No. WG086 and DEO Agreement No. G0096
Bids will be received for a single prime contract. Bids shall be on a lump sum basis as indicated in the Bid Form with noted alternates.
The Issuing Office for the Bidding Documents is: CPH Consulting, LLC, 580-1 Wells Road, Orange Park, Florida 32073, (904) 278-0030. Prospective Bidders may examine and access the Bidding Documents online at www.mittauer.com or at the Issuing Office. Bidding Documents will be provided electronically as portable document format (PDF) files. Upon submitting contact information and registering as a Plan Holder online at www.mittauer.com or by contacting CPH Consulting, LLC at ashley.macdonald@cphcorp.com, the digital files will be available for download. Partial sets of Bidding Documents will not be available from the Issuing Office. Neither Owner nor Engineer will be responsible for full or partial sets of Bidding Documents, including addenda, if any, obtained from sources other than the Issuing Office.
Bidding Documents also may be examined at the Welaka Town Hall, Town of Welaka, 400 4th Avenue, Welaka, Florida 32193, Monday through Friday (excluding holidays).
Bid security must be furnished in accordance with the Instructions to Bidders.
