12.04.2025 PUBLIC NOTICE NOTICE OF PUBLIC HEARING AND PUBLIC COMMENT PERIOD TO ALL INTERESTED ORGANIZATIONS, AGENCIES AND PERSONS ORANGE COUNTY HOUSING AND COMMUNITY DEVELOPMENT DIVISION CONSOLIDATED ANNUAL PERFORMANCE AND EVALUATION REPORT For Fiscal Year 2024-2025 Funding Opportunity Number: B24UC120003; M24UC120213; E24UC120003; E25UW120003; B20UW120003; M21UP120213 The Orange County Housing and Community Development Division will submit the 2024-2025 Consolidated Annual Performance and Evaluation Report (CAPER) to the United States Department of Housing and Urban Development (HUD) on or about December 30, 2025. The CAPER is an annual report of the projects and activities implemented with Community Development Block Grant (CDBG), HOME Investment Partnerships Program (HOME), Emergency Solutions Grant (ESG) and other federally funded programs administered by Orange Countys Housing and Community Development Division during Fiscal Year that started on October 1, 2024, and ended on September 30, 2025. Additionally, the 2024-2025 CAPER reports on projects and activities related to prevention, preparation for, and response to the coronavirus pandemic, which were completed during Fiscal Year 2024-2025 with CDBG-CV funds authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act). Furthermore, the 2024-2025 CAPER reports on projects and activities that address the need for housing and supportive services for homeless persons and those with the greatest risk of housing instability and implemented with HOME-American Rescue Plan funds (HOME-ARP). Finally, the 2024-2025 CAPER provides details on projects and activities funded by the ESG Rapid Unsheltered Survivor Housing Program (ESG-RUSH) to address the needs of individuals and households who were homeless or at risk of homelessness during the Hurricane Helene and Hurricane Milton events. The draft CAPER will be available for review by the public from Thursday, December 4, 2025, through Thursday, December 19, 2025, at the following link: http://www.ocfl.net/NeighborsHousing/CommunityDevelopment.aspx. A public hearing to receive citizen input on the CAPER will be conducted on Wednesday, December 17, 2025, at 6:00 p.m. at the Internal Operations Center, Largo Training Room, First Floor, located at 450 E.
