NOTICE OF PUBLIC HEARING
NOTICE IS HEREBY GIVEN that the Board of County Commissioners of Osceola County, Florida will at 5:30 P.M. on Monday, April 20, 2026, or as soon thereafter as practical, and in the Commission Chambers at 1 Courthouse Square, Suite 4100, Kissimmee, Florida, consider and act on the following proposed County Agreement. Access to the meeting is also being provided telephonically. Please call (407) 205-0551 Code 301797 to listen to the meeting.
Four-Party Development Agreement, with the City of St. Cloud (the City), Pulte Homes Company LLC (the Developer), and Amelia Groves Homeowners Association (the HOA) for the design, Construction Engineering and Inspection, right-of-way dedication, and construction of approximately 0.53 miles of Framework Road Improvements (Bluebird Groves Parkway) on certain real property, known as Amelia Groves (formerly Tyson Property), generally located north of E Irlo Bronson Memorial Highway, south of Lake Center, west of Pine Grove Road, and east of Nova Road, and comprised of approximately 3.56 acres of ultimate right-of-way, more or less. The estimated cost of the Framework Road Improvements (excluding right-of-way) is $3,681,496.53, with the County responsible for $1,956,105.61 and the City covering $1,725,390.92. The estimated credit for right-of-way dedication for the stormwater pond and ultimate typical section is $249,130.00. The total estimated cost to the Jurisdictions is $3,930,626.53. The County and the City have determined that the entire costs associated with the design, permitting, construction, and inspections of the Framework Road Improvements and the value of the right-of-way are eligible for mobility fee credits. The Jurisdictions shall reimburse the Developer through the Developer Funded County Obligation program per Mobility Fee Ordinance #2024-26 and the Osceola County/City of St. Cloud Transportation Interlocal Agreement. The purpose of the public meeting is to consider whether it is in the publics best interest to accept the proposal and enter into an agreement pursuant thereto.
If a person decides to appeal any decision made by the Board with respect to any matter considered at such meeting, a record of the proceeding will be needed, and for such purposes, it may be needed to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is to be based.
