Request For Proposal

The City of Winter Springs is requesting Proposals from qualified companies for the purposes of providing their services for the replacement of the Citys water meters to Advanced Metering Infrastructure (AMI) Meter Replacement Project in a turnkey solution.

Sealed bids must be received by July 10, 2026 at 2:00 P.M. at Winter Springs City Hall, 1126 East State Road 434, Winter Springs, FL 32708. Bid opening will be immediately following the bid registration in City Hall, City Commission Chambers.

It is the intent of the enclosed specifications to provide the City of Winter Springs with a Fixed Network Advanced Metering Infrastructure (AMI) System. The Proposer should provide an (AMI) system to improve the efficiency of collecting meter read data, streamlining the billing process, and for enhancing the utilitys interface with its customers.

It is the Citys desire to procure a turn-key solution for ultrasonic metering including AMI data collection, and an integrated acoustic leak detection solution. The AMI solution must be state-of-theart, user-friendly, and include features and tools that will simplify daily operations and provide realtime alarms to enhance service to its customers.

The City of Winter Springs reserves the right to reject any or all bids, with or without cause, to waive technicalities and minor irregularities, or to accept bids that best serve the interest of the City.
