Rebuild FL 23/24 Storms Infrastructure Repair Program (IRP)
CDBG Disaster Recovery Project (MS004)
The of Glen St. Mary requests proposals from qualified individuals or firms to provide Administrative Consulting Services for a Rebuild Florida FY 2023/2024 Storms Infrastructure Repair Program award. The Town has been awarded $1 ,339,500.00 in CDBG-DR funding under FloridaCommerce Agreement No. MS004 for design, permitting, and construction of permanent standby generators with automatic transfer switches at four critical wastewater lift stations; therefore, procurement and contracting will follow CDBG-DR, 2 CFR Part 200, and FloridaCommerce requirements.
Administration services may include, but are not limited to, complete project management and grant compliance support, including procurement support, environmental review support, public notices, reporting, financial documentation, labor standards coordination, Section 3 reporting, Build America Buy America Act (BABA) monitoring support, monitoring response support, and closeout.
Proposals will be evaluated using published criteria, including experience, qualifications, approach, compliance experience, small community/local familiarity, fee/cost reasonableness, and certified MBE/WBE participation. Price is an evaluation factor. Cost-plus-percentage-of-cost and percentage-of-construction-cost pricing are prohibited.
The RFP package includes federal requirements, including Section 3, E-Verify, debarment and SAM.gov verification, Byrd Anti-Lobbying, BABA, domestic preference, RCRA recovered materials, Davis-Bacon-related responsibilities when
applicable, Contract Work Hours and Safety Standards Act, and all other applicable CDBG-DR requirements.
An original and two copies of sealed proposals, clearly marked "RFP - CDBG-DR Administration Services - Agreement No. MS004" must be received no later than July 1, 2026 at 12:00 p.m. noon at Town Hall, 10046 S. Glen Avenue, Glen St. Mary, FL 32040. Questions must be submitted in writing to M. Todd Norman, Assistant to the Mayor at assistant@glenstmar
y.org no later than June 24, 2026 at 5:00 p.m. Responses to questions will be issued in writing by addendum.
