FORT PIERCE INLET: SEDIMENT IMPOUNDMENT BASIN
MAINTENANCE DREDGING AND BEACH PLACEMENT
DESCRIPTION: The Project Work consists of the placement of approximately 69,500 cubic yards of screened dredged material along 2,000 feet of beach located immediately south of the Fort Pierce Inlet South Jetty. All dredging and beach fill work is to be completed by 11:59 PM, January 31, 2027 and all related equipment removed from the beach and inlet by this time unless the time is modified by provisions of the contract. Due to permit restrictions, sand placement activities must occur outside of marine turtle nesting season, which starts on March 1 and ends on November 30. Sand placement is authorized to occur at the beginning of sea turtle nesting season (March 1 through April 30, and November 1 through November 30) under conditions detailed in the FDEP Permit 0327791-001-JC and the Technical Specifications. The material is to be excavated by hydraulic cutter suction or mechanical dredge from within the existing sediment impoundment basin inside Fort Pierce Inlet. The Contractor shall load the material on a suitable approved conveyance(s), screen the material, and place along the beach as specified in the Construction Drawings and Technical Specifications. The Contractor shall be responsible for disposal of any oversized material that is determined by the Contractor and/or Countys Representative to be unsuitable for beach placement to the disposal site as shown in the Construction Drawings.
Foth Infrastructure & Environment (f.k.a. Olsen Associates, Inc.) completed a geotechnical analysis of the sediment impoundment basin in September 2024. The summary report is provided with the Technical Specifications.
PAYMENT: There is no direct payment for the excavation of the sediment impoundment basin. Payment for material excavated from the sediment impoundment basin is based upon placement at the beach site and the verified volume of oversized material (screened) transported to the upland disposal site. For purposes of bidding and project planning, the estimated volume to be excavated is 69,500 cy, however, the contract placement quantity is subject to a +/-25% variance (i.e. 52,100 cy to 86,900 cy) with an established maximum contract pay volume of 86,900 cy (beach fill plus oversized material disposal). The final contract volume will be determined by the County and will be based upon the Contractors pre-construction surveys of the sediment impoundment basin and beach placement areas.
The contract will include beach placement and disposal of oversized material payable as a unit cost per cubic yard placed, and this unit cost includes screening and transport. Additional lump sum items in the contract included mobilization/demobilization, environmental protection & turbidity monitoring, biological surveys, physical surveys including record drawings, vibration monitoring, and beach tilling. Note that the February 2026 survey of the sediment impoundment basin area appears in the Construction Drawings and is available to the Contractor upon request. The design elevation of the sediment impoundment basin is -32.0 ft-NAVD88, with a vertical tolerance of +/-0.5 ft. The horizontal limits are shown in the Construction Drawings.
Final payment for beach placement shall be issued based on pre- and post-construction beach surveys. Additionally, the County will pay for oversized material transported from the site and disposed at the Harbour Pointe Disposal Area. Payment quantities will be determined through documentation submitted by the Contractor as described in the Technical Specifications. The Contractor is responsible for maintaining documentation of the volume of oversized material removed from the beach as well as its destination in a manner and format suitable to the County.
IMPOUNDMENT BASIN MATERIAL: The geotechnical analysis completed in September 2024 by Foth, indicated that the sediment within the impoundment basin is beach compatible and compliant with the FDEPs Sand Rule guideline (Florida Administrative Code: 62B-41.007(2)(j)). However, screening was recommended owing to some localized high shell content. The Contractor shall be aware that the estimated volumes placed on the beach or screened and transferred to the upland disposal site are inversely proportional to each other. That is, the volume screened will decrease the estimated volume to be placed on the beach.
PHYSICAL SURVEYS: Surveys shall be utilized for the purposes of (a) establishing pre-and post-construction conditions for regulatory monitoring purposes, (b) verifying the distribution of excavated and placed material (sand fill) on the beach, (c) confirming excavation progress in the sediment impoundment basin during construction, and (d) establish payment quantities. Progress payment for beach fill placement will be issued through progress beach surveys (BD/AD surveys). Progress payment requests must be accompanied with progress beach survey data, plotted beach profile cross-sections, and volume computations. Progress beach surveys shall be signed and sealed by a licensed surveyor in the State of Florida. Cumulative progress payments shall not exceed eighty percent (80%) of the total maximum estimated volume to be placed (69,500 cy).
PERMITS: The Contractor shall comply with all Terms and Conditions included in the project Permits, Biological Opinions, and other environmental compliance documents obtained for the Work. St. Lucie County (Owner) has obtained Florida Department of Environmental Protection (FDEP) and U.S. Department of the Army (DOA) authorizations for excavating the sediment impoundment basin as shown in the Drawings. The Contractor shall familiarize themselves with FDEP Permit No. 0327791-001-JC and DOA Permit No. SAJ-2014-02065(SP-KDS) and applicable Regulatory Modifications for the proposed work. The Contractor shall be aware that additional regulatory authorizations or requirements beyond those obtained by the Owner or stated in these specifications may be required for the proposed work; the Contractor shall maintain any and all necessary permits, licenses, and authorizations.

A one hundred percent (100%) Public Construction Bond is required upon notification of St. Lucie Countys intention to award the contract to the apparent successful bidder.
Bids may be mailed or hand delivered to the St Lucie County Purchasing Department, 2300 Virginia Avenue, 2nd Floor Rm. 228, Fort Pierce, FL 34982. Any bids received after the above stated time shall be returned to the bidder unopened.
Bidders shall submit ONE (1) MARKED ORIGINAL AND TWO (2) PHOTOCOPIES OF THE COMPLETED BID PACK AGE in a sealed envelope. The Project Name, Bid Number, and time and date of the Bid opening shall be clearly marked on the outside of the sealed envelope. Facsimile responses shall not be accepted.
CAUTION: It is the bidders responsibility to ensure that bids are received in the Purchasing Department prior to the date and time specified above. Receipt of a bid in any other County office does not satisfy this requirement.
Bidders may not withdraw their Bid for a period of ninety (90) calendar days after the bid opening date.
