NOTICE OF SHIP FUNDING AVAILABLE AND REQUEST FOR COMPETITIVE

SOLICITATIONS

STRATEGY: Affordable Rental Construction and/or Rehabilitation - $255,000.00

The Monroe County State Housing Initiatives Partnership (SHIP) Program announces the availability of $255,000.00 in MONROE COUNTY SHIP FUNDING for the Affordable Rental Construction and/or Rehabilitation Strategy for SHIP State of Florida FY 2024-2025. The Monroe County SHIP Program serves Very Low Income, Low Income, Moderate Income, and households with up to 140% of the Area Median Income (AMI) residents throughout Monroe County, including incorporated areas.

Maximum award per unit - $40,000.00

Deferred payment loan secured by a recorded Promissory Note, Mortgage, Rental Monitoring Agreement, and Land Use Regulation Agreement (LURA)

Years in loan term: Fifteen (15)

Forgiveness: Not-for-Profit entities, full loan amount forgiven at maturity

For-Profit entities, full loan amount due at maturity

Funding priority will be first for preservation of Assisted Housing Units, then second for the rehabilitation of existing rental units, and third for the creation of new rental units by construction or rehabilitation.

Applications within each Priority 1, Priority 2, or Priority 3 will be processed and ranked on a priority/scoring basis separately within each, based upon the criteria provided in the application packet. Priority base scoring for Priority 1, will be ranked on the preservation of Assisted Housing Units. Priority 2 and 3 will be ranked in the following order: the longest period of affordability, serving very low-income tenants, serving substantially (%) very low-income tenants, serving low-income tenants, serving substantially (%) low-income tenants, and serving moderate-income tenants. The tiebreaker for all priorities is the lowest SHIP per unit cost.

Applications to be submitted via The Countys electronic bidding platform, Bonfire at https://monroecounty-fl.bonfirehub.com. The application period will run August 10, 2026 through October 29, 2026 at 3:00 PM EST

Questions must be submitted utilizing the Bonfire platform no later than October 9, 2026 at 5:00 PM EST. For technical assistance, contact the Monroe County SHIP Administrator Cathy Crane at 305-292-4408 -Monday through Friday between 8am 5pm.

All Questions will be responded to and answered by October 16, 2026 by 5:00 PM EST.

Pursuant to F.S. 50.0211(3)(a), all published competitive solicitation notices can be viewed at: www.floridapublic notices.com, a searchable Statewide repository for all published legal notices. Requirements for submission and the selection criteria may be requested from the Countys electronic bidding platform at https://monroecounty-fl.bonfirehub.com OR www.monroecounty-fl.gov/BonfireBids. The Public Record is available upon request. Monroe County Purchasing Department receives proposals via the Bonfire electronic bidding platform.

All proposals will be made public on the platform after an intended decision or 30 days from unsealing, whichever is earlier, unless the bids/proposals are rejected in accordance with F.S. 119.071. If your proposal document includes financial information (not uploaded separately), that information will be considered public and viewable to the public in accordance with public records law.
