Invitation to Bid
Sealed bids will be received by the Office of Procurement Services, on behalf of the Lake County Board of County Commissioners, until 3:00 p.m. on September 17, 2026, for the furnishing of all services, labor, materials and equipment for the construction of the following project: CR 565/Villa City Road from North of SR 50 to South of US 27; FPN #447609-1-58-01; Project No. 2024-01; Bid No. 25-517.
The limits of the CR 565/Villa City Road from North of SR 50 to South of US 27 project are from 603 feet north of State Road 50 to 300 feet south of US 27, which is 7.209 miles in total. The project is to include 8-foot shoulders (4-foot minimum paved) on both sides of the roadway and resurfacing 12-foot travel lanes along segments starting from 220 feet south of James Place to 500 feet north of Kjellstrom Lane; from 150 feet south of Lake Isle Boulevard to 460 feet west of Ranch Lake Road; and from 490 feet east of Ranch Lake Road to 300 feet south of US 27. The scope also includes ground-in rumble strips along the entire roadway, safety improvements along the curves to add flashing beacons, pavement markings, guardrail over the Palatlakaha River Bridge and at Lake Arthur Road and applicable drainage modifications.
All pedestrian facilities shall adhere to current Americans with Disabilities Act (ADA) standards. Utility coordination will be required during construction and utility work schedules have been developed. Lake County has received a permit exemption from the Saint Johns River Water Management District. Lake County shall construct the project within the limits of the existing right of way or easements
The project will be bid with base bid and alternates as follows:
Base Bid: Lake Emma Road to Lake Arthur Road STA 90 to STA 178
Alternate 1: Lake Arthur Road to US 27 STA 178 to STA 266
Alternate 2: James Place to Lake Emma Road STA 11 to STA 90

Hand delivery of submittals will not be accepted. RESPONSES MUST BE SUBMITTED THROUGH THE SOLICITATION RESPONSE PORTAL TO BE CONSIDERED https://procurement.lakecountyfl.gov/login. A response will not be accepted if completed and submitted after the official due date and time.

Bids may be withdrawn prior to the date of opening, but no bids may be withdrawn for a period of sixty (60) days after the date of opening of bids.
The Board of County Commissioners reserves the right to reject any or all bids, to waive formalities, and to award the contract in the best interest of Lake County, Florida.
All bids must be accompanied by a Bid Guarantee acceptable to the County Attorney, which shall be one of the following; bid bond or letter of credit, in the sum of five percent (5%) of the base bid and made payable to Lake County. Said bid bond or letter of credit shall be a guarantee that should the bid be accepted, the bidder will, within ten (10) days after written notice of the award of the contract, enter into a contract with Lake County for the services proposed to be performed and will at that time furnish an acceptable contract surety. Cash, company or personal checks will not be accepted.
A non-mandatory pre-bid conference will be held at Lake County Public Works Conference Room, 350 North Sinclair Avenue, Tavares, FL on August 27, 2026, at 9:00 a.m. Bidders are encouraged to download and review the plans, specifications, and bid forms prior to the non-mandatory pre-bid conference so that questions may be presented at that time.
