Professional Services Consultants' Competitive Negotiation Act

The City of Mary Esther, Florida, is seeking Statements of Qualifications from qualified firms to provide:

Project: Professional Consulting Services

Services: Professional Engineering / Architecture / Landscape Architecture / Surveying and Mapping / Planning

The City is seeking Statements of Qualifications from professional firms to provide continuing professional consulting services under Section 287.055(2)(g), Florida Statutes. The City anticipates awarding agreements to approximately two (2) to three (3) engineering firms, one of which will be designated as City Engineer, and may award agreements for additional specific disciplines. Services will be provided on an as-needed, task order basis for projects and studies within the CCNA continuing contract thresholds. This solicitation excludes the City's Neighborhood Infrastructure Program, which is being procured separately.

This solicitation is conducted pursuant to the Consultants' Competitive Negotiation Act, Section 287.055, Florida Statutes. Selection will be based on qualifications; fees will be negotiated with the top-ranked firm.

SOQs must be submitted electronically through www.cityofmaryesther.com/bids no later than 3:00 p.m. CST on September 18th, 2026.

RFQ documents are available at no cost on the portal. Registration is required. The City reserves the right to reject any and all submittals.
