Notice is hereby given that St. Johns County is soliciting sealed Proposals under Request for Proposals (RFP) No: 3004; PUBLIC-PRIVATE PARTNERSHIP FOR BIOSOLIDS MANAGEMENT. Interested and qualified Proposers may submit sealed Proposals in accordance with the requirements provided in the RFP Document, to the St. Johns County Purchasing Department located at 4040 Lewis Speedway, St. Augustine, FL 32084. All sealed Proposals must be submitted by or before 4:00PM EDST on Thursday, September 17, 2026, or as otherwise stated in an addendum. Sealed Proposals delivered to or received by the SJC Purchasing Department after the above submittal deadline shall not be considered and shall be returned unopened to the addressee.

The purpose of this RFP is to solicit Proposals for consideration of a Public-Private Partnership solicit biosolids management services for the Countys current and projected biosolids that align with these four pillars in the County's Biosolids Management Master Plan Reliability, Sustainability, Cost, and Social Impact. The intent of the County is to negotiate, and upon successful negotiations, execute an Agreement for this Project, based upon the evaluation process as provided in the RFP Document.

Proposers must obtain and review the RFP Documents, including all Attachments and Exhibits, as well as any issued addenda, for full details and instructions regarding this RFP.

RFP Documents are available for downloading from DemandStar, Inc., at their website www.demandstar.com, or from the SJC Purchasing Department upon written request to the Designated Point of Contact identified in the RFP.
