State Housing Initiatives Partnership (SHIP) Program Fiscal Years: 2025-2026 and 2026-2027
The City of Melbourne announces the availability of Purchase Assistance with or without Rehabilitation funds that will benefit very low, low and moderate-income household. The Florida Housing Finance Corporation (FHFC) has awarded the City $612,144 in SHIP funds for State Fiscal Year 2025-2026, and $616,050 for State Fiscal Year 2026-2027. Please note that applications will only be accepted as long as budgeted funds for the strategy are available. The City of Melbourne may expend SHIP funds for SHIP fiscal years 2025-2026, and 2026-2027 under the following Local Housing Assistance Plan (LHAP) strategy:
Purchase Assistance with or without Rehabilitation: The City is requesting proposals from eligible nonprofit organizations to administer the following strategy for both SHIP fiscal year 2025-2026, and 2026-2027.
The Purchase Assistance program provides funds for down payment, closing costs, and housing rehabilitation to homebuyers purchasing homes within the city limits of Melbourne for very-low, low, and moderate-income homebuyers. This strategy will serve residents with household incomes at or below 120 percent of median income (very-low, low, and moderate-income households) as defined in Section 420.9071 F.S., which limits are published annually and distributed by the Florida Housing Finance Corporation for use in the SHIP program.
Maximum assistance is $37,500 for very-low, $35,000 for low, and $27,500 for moderate income persons. An additional amount of $10,000 is available for any combination of down payment, closing costs, and rehabilitation.
The anticipated award to the selected nonprofit for SHIP fiscal year 2025-2026 is $300,000.00
The anticipated award to the selected nonprofit for SHIP fiscal year 2026-2027 is $200,000.00
SHIP funds cannot be used to purchase, rehabilitate, or repair mobile homes.
APPLICATION PERIOD:Proposal applications will be available on Tuesday, September 28, 2026.
