STATE CONTRACTING & ENGINEERING CORP. (SCEC) is the awarded Construction Manager at Risk (CMAR) for this project with a Guaranteed Maximum Price (GMP) for the School District of Palm Beach County (SDPBC).

SCOPE OF WORK includes but is not limited to: Two-Story Administration Bldg. (~14,000 SF), Maintenance Bldg. (~26,500 SF), Bus/Vehicle Wash Bldg., and Fueling Station Bldg. with sitework utilities, asphalt/concrete parking areas, fencing, landscape, and hardscape.

SCEC will receive sealed bids from PRE-QUALIFIED BIDDERS ONLY for the project on behalf of the SDPBC.

For a pre-qualification package, please email Adrian Viera, Pre-Construction Manager, at precon@statecontracting.com. Please note that ALL Subcontractors MUST be pre-qualified with SCEC before the Bid Date.

BID DOCUMENTS for PRE-QUALIFIED BIDDERS will be available from SCEC by email to Adrian Viera, Pre-Construction Manager, at precon@statecontracting.com.

NON-MANDATORY PRE-BID MEETING via Microsoft TEAMS (link will be sent by SCEC):

September 10, 2026, by 10 AM

REQUESTS FOR INFORMATION (RFI) will be received via email to Adrian Viera, Pre-Construction Manager, at precon@statecontracting.com, with subject line: RFI ? SDPBC Transportation West Central Facility until:

September 11, 2026, by 2 PM

SEALED BIDS MUST be received by:

September 30, 2026, by 2 PM

at SCEC offices, located at 5391 N Nob Hill Road, Sunrise, FL 33351. Sealed bids/envelopes shall be labeled appropriately with the project name, bid package, and date. LATE BIDS WILL NOT BE ACCEPTED.

BIDDER NOTES:

Small Business Enterprise (SBE) Program: SDPBC has established a minimum Subcontractor Participation of 20% by Tier 1 with additional participation via Tier 2. SBE Directory can be found here: https://www2.palmbeachschools.org/eBooks/Operations/SBEVendorDirectory/index.html

All subcontractor personnel working on active school grounds must fully comply with background screening requirements dictated by the Jessica Lunsford Act (Florida Statute 1012.465). Level 2 fingerprinting and SDPBC badges are mandatory prior to mobilization.

SCEC reserves the right to reject any or all bids and waive any informality or irregularities in the bids and re-advertise bids for any reason. All costs incurred by bidders in preparing a proposal shall be the sole responsibility of the bidder.
