The City of Cocoa, FL is seeking qualified contractors to perform comprehensive rehabilitation services for a single-family residence located at 404 Churchill Drive, Cocoa, FL 32922. This rehabilitation project is funded through the State Housing Initiatives Partnership (SHIP) program to improve housing conditions for low-income, elderly and Disable residents. The selected contractor shall provide all labor, materials, equipment, permits, and supervision necessary to complete the rehabilitation work according to the specifications outlined in this scope of work.

There will be a MANDATORY Pre-Bid meeting held for this project on Wednesday, September 9, 2026, at 10:00am EST at the home located at 404 Churchill Drive, Cocoa, FL 32922. A representative of your firm must attend the meeting for your bid submittal to be considered responsive.

All services performed shall be in accordance with the specifications in the solicitation, which may be examined at the office of the Purchasing Manager, located at 65 Stone St., Cocoa, Florida 32922. The solicitation documents are available on-line at no charge via the City of Cocoa online bidding platform, http://www.myvendorlink.com, and posted as public notice on the Citys website. Vendors must be registered through Vendor Link to download the solicitation documents. Small Business Set Asides (i.e. Woman Owned, Minority, Veteran, Disadvantaged etc.) are encouraged to submit bid/proposals concerning this solicitation.

The City reserves the right to reject any or all bid/proposals, with or without a cause; to waive technical errors and informalities; and to award proposals to the highest rated responsive and responsible bidder. One or more of the City Council members may be present at the bid/proposal opening.

The City of Cocoa supports local contractors and offers a five (5%) percent preference given to Brevard County contractors whose physical business address is within the physical boundaries of Brevard County and such location is evidenced by the local business tax receipt issued for at least six (6) months prior to the date the bid is submitted. P.O. Boxes shall not be considered a physical business address.
