LEGAL NOTICE: NOTICE TO CONTRACTORS
Prequalification statements are solicited for General Contractors Interested in bidding on a new MobileCounty Sportsplex - Phase 3 Championship Field (MCFM-2026-018) to be located near 2700 SportsplexDrive, Mobile, AL. The prequalification procedure is intended to identify responsible and competent GeneralContractor bidders and subcontractors relative to the requirements of the Project. Prequalification packagesand project summary information will be made available electronically Wednesday, September 2, 2026, bycontacting DDG c/o Hannah Kraljevic via email at hkraljevic@ddqpc.com. The prequalification package ison file and may be seen at the office of Facilities Design and Construction, 7th Floor West, South Tower,Government Plaza, 205 Government Street, Mobile, Alabama. Prequalification packages are to besubmitted no later than 2:00 pm local time on Tuesday, September 22, 2026, via electronic copy emailedhkraljevic@ddqpc.com. Notification of successful respondents will be issued no later than 5:00 pm localtime on Monday, September 28, 2026, at which time final bid documents will be made available to theQualified Bidders. Qualified Bidders may obtain final drawings and specifications electronically bycontacting DDG c/o Hannah Kraljevic via email at hkraljevic@ddqpc.com. Final drawings and specificationswill also be on file for review by Qualified Bidders at the office of Facilities Design and Construction, 7th FloorWest, South Tower, Government Plaza, 205 Government Street, Mobile, Alabama. Additional qualificationsand requirements for General Contractor Bidders and separate Subcontractors are indicated in the Bid andContract Documents included with the final plans and specifications.
Only General Contractors who have completed the prequalification process within the stated time limits andare properly licensed in accordance with criteria established by the State Licensing Board for GeneralContractors under the Provision of Title 34, Chapter 8, Code of Alabama, 1975, as amended, will beconsidered for prequalification for the Work or this project.
Attendance at the Pre-Bid conference is REQUIRED for all prequalified General Contractor Biddersintending to submit a Proposal and is highly recommended for all Subcontractors. A mandatory prebid conference will be held at 10:00 am local time on Friday, October 2, 2026, at the project site, 2700Sportsplex Drive, Mobile, AL 36693. Bids From prequalified General Contractors not attending the Pre-BidConference or from General Contractors that were not notified of their successful prequalification will berejected. A site visit immediately following the pre-bid conference will be conducted, attendance isrecommended but not required.
Bids must be submitted on proposal forms Furnished by the Architect or copies thereof. All bidders biddingin amounts exceeding that established by the State Licensing Board for Contractors must be licensed underthe Provision of Title 34, Chapter 8, Code of Alabama, 1975, as amended, and must show such evidenceof license before bidding or such bid will not be received or considered by the Architect or Owner; the biddershall show such evidence by clearly displaying their current license number on the outside of the sealedenvelope in which the Proposal is delivered and on the Proposal Form.

Sealed bids from prequalified General Contractors will be received, in hard copy, for the Mobile CountySportsplex - Phase 3 Championship Field project at the Mobile County Administrative Office, South Tower,8th Floor, Government Plaza, 205 Government Street, Mobile, Alabama 36602 until 10:00am local time onWednesday, October 21, 2026 and at that time, publicly opened.
Alabama law requires that prior to the award of the bid, the successful bidder, having one or more employees in the state of Alabama, provides the County proof of enrollment in E-Verify (see www.uscis.gov/everify).
If applicable to a contract resulting from this bid invitation, the successful bidder must comply with the Mobile County Contractor Felony Investigation, available in Facilities & Maintenance, or online at https:www.mobilecounty.gov/uploads/investigationpolicy1107.pdf.
No bids shall be withdrawn from a period of sixty (60) days subsequent to the opening of bids without the consent of the Mobile County Commission.
Contractors and suppliers wishing to do business with Mobile County may now review Bids and Requests for Proposals (RFPs) at Mobile County Bid Alerts (www.mobilecountyal.gov/bids/).
The Owner reserves the right to reject any or all proposals, to waive technical errors and/or abandon the prequalification bid process, if in their judgment, the best interests of the Owner will thereby be promoted.
