RFQ 2026-04-Platt Drew Reclamation Facility Headworks Rehabilitation Project - Commerce Agreement No. MS008

The City of Palatka is seeking Statements of Qualifications for a single prime consultant team of qualified Florida-licensed engineering firms to provide professional engineering, environmental review support, permitting, bidding, construction-phase services, and closeout support for the Citys Platt Drew Reclamation Facility Headworks Rehabilitation Project. Any necessary design, coordination of disciplines, SCADA integration coordination, and 24 C.F.R. part 58 environmental support should be included and described in detail for this proposal. No price or fee information shall be included in the Statement of Qualifications, and price shall not be evaluated in the initial ranking. This project is federally funded by the Florida Department of Commerce through the CDBG-DR program (Agreement No. MS008). Pursuant to 2 C.F.R. 200.319(c), local geographic preferences are expressly waived for this federally funded procurement.

The City reserves the right to enter into agreements, negotiate with the highest-ranked firm, waive any irregularities submitted, reject any and/or all submittals, re-advertise, and accept any submittals deemed to be in the best interest of the City. No fax or e-mail proposals will be accepted. The City of Palatka reserves the right to reject any and all proposals and waive any irregularities. Failure to follow the Bid Protest procedures prescribed by the City of Palatka Purchasing Policy shall constitute a waiver of your protest and any resulting claims.

Respondents are required to submit one (1) original and one (1) digital copy on a USB flash drive in a sealed envelope marked "STATEMENT OF QUALIFICATIONS CITY OF PALATKA PLATT DREW RECLAMATION FACILITY HEADWORKS REHABILITATION PROJECT RFQ # 2026-04".

All questions shall be emailed to the contact listed above and all questions will be answered in writing. To facilitate effective evaluation by the City, responses shall be limited to no more than a total of twenty (20) pages. Forms required by this RFQ, sectional dividers, and front and back covers will not be counted toward the total. All materials submitted pursuant to this RFQ shall become the property of the City of Palatka.
