Request for Qualifications

Notice is hereby given that St. Johns County is soliciting Qualifications for RFQ No. 3080; Construction Manager-At-Risk (CMAR) for THREE (3) WATER INFRASTRUCTURE PROJECTS. Interested and qualified Respondents may submit Qualifications in accordance with the requirements provided in the RFQ Document, to the St. Johns County Purchasing Department located at 4040 Lewis Speedway, St. Augustine, FL 32084. All Qualifications must be submitted by or before 4:00PM EDST on Thursday, October 29, 2026.

The purpose of this RFQ is to solicit Qualification from Respondents licensed as Certified General Contractors in the State of Florida to perform Construction Manager at Risk (CMAR) Services for the for the following water infrastructure projects: (1) Trout Creek Water Treatment Plant, (2) Northwest To CR-214 Service Area Finished Water Blend & Transfer Station, and (3) County Road 214 Water Treatment Plant Reliability Upgrades.

The CMAR is responsible for the successful, timely, and economical completion of construction of the Trout Creek Water Treatment Plant, Northwest To CR-214 Service Area Finished Water Blend & Transfer Station, and County Road 214 Water Treatment Plant Reliability Upgrades. The Project shall be divided into two (2) phases as identified within the solicitation: Pre-Construction Phase Services Construction Phase Services
