REQUEST FOR STATEMENTS OF QUALIFICATIONS
FOR ARCHITECTURE AND PROFESSIONAL ENGINEERING SERVICES
(CONTINUING CONTRACTS)
FOR SARASOTA MEMORIAL HEALTH CARE SYSTEM
ANNOUNCEMENT: The Sarasota County Public Hospital District d/b/a Sarasota Memorial Hospital and Sarasota Memorial Health Care System, and its governing board (collectively, the Hospital or SMHCS), located in Sarasota County, Florida, announces that it is soliciting Statements of Qualifications for continuing contracts (as defined in Section 287.055(2)(g)1., Florida Statutes) from qualified: (1) architecture firms (Procurement 1), (2) professional mechanical/electrical/plumbing/fire protection (M/E/P/Fp) engineering firms (Procurement 2), (3) professional structural engineering firms (Procurement 3), and (4) civil engineering firms (Procurement 4), all under the provisions of the Consultants Competitive Negotiation Act, Section 287.055, Florida Statutes (the CCNA).
REQUESTED SERVICES DESCRIPTIONS:
Procurement 1 Architecture Services: Architectural services to be provided by the selected architecture firm(s) may include but are not necessarily limited to: study activities, programming, conceptual design, schematic design, design development, construction documents, record drawings, construction administration services, and post-occupancy services. As part of its services, the selected architecture firm(s) may be asked to provide the services of sub-consultants, based upon specific project need.
Procurement 2 M/E/P/Fp Engineering Services: M/E/P/Fp engineering services to be provided by the selected M/E/P/Fp engineering firm(s) may include but are not necessarily limited to: study activities, programming, conceptual design, schematic design, design development, construction documents, record drawings, construction administration services, and post-occupancy services. As part of its services, the selected M/E/P/Fp engineering firm(s) may be asked to provide the services of sub-consultants, based upon specific project need.
Procurement 3 Structural Engineering Services: Structural engineering services to be provided by the selected structural engineering firm(s) may include but are not necessarily limited to: study activities, structural evaluations and assessments, wind analyses, programming, conceptual design, schematic design, design development, construction documents, record drawings, construction administration services, and post-occupancy services. As part of its services, the selected structural engineering firm(s) may be asked to provide the services of sub-consultants, based upon specific project need.
Procurement 4 Civil Engineering Services: Civil engineering services to be provided by the selected civil engineering firm(s) may include but are not necessarily limited to: study activities, site development, utility infrastructure, water and wastewater systems, stormwater management, roadways and transportation improvements, parking facilities, drainage improvements, environmental permitting, campus planning, cost estimating, infrastructure assessments, regulatory compliance reviews, programming, conceptual design, schematic design, design development, construction documents, record drawings, construction administration services, and post-occupancy services. As part of its services, the selected civil engineering firm(s) may be asked to provide the services of sub-consultants, based upon specific project need.
GENERAL PROJECT(S) DESCRIPTION: The foregoing services may be used for projects anywhere at/in/on/over/under the facilities, buildings, and properties owned, leased, or operated, now or in the future, by SMHCS for (a) projects in which the estimated construction cost of each individual project under the continuing contract does not exceed $7,500,000 (as such amount may be adjusted in accordance with Section 287.055(2)(g)1., Florida Statutes); (b) study activities with the fee for each individual study under the continuing contract does not exceed $500,000; and/or (c) work of a specified nature as outlined in the continuing contract, with the term being fixed or with no time limitation, except the contract shall provide a termination clause, all as permitted by the CCNA. Projects for SMHCS facilities, buildings, and/or properties may include clinical and non-clinical spaces and services in connection with existing and to-be constructed facilities and buildings, including, without limitation, renovations, alterations, new construction, and additions.
ANTICIPATED TERM/NO EXCLUSIVITY: Continuing contracts are anticipated to be for a term of three (3) years, subject to extension or early termination as will be provided therein. A firm receiving an award of a continuing contract will not have an exclusive contract to perform services for the aforementioned projects. The Hospital may have additional continuing service firms in the same discipline under contract during the same time period.
NUMBER OF CONTRACTS AND COMPLIANCE WITH CCNA: The Hospital intends to, but reserves the right not to, award multiple continuing contracts for each professional services discipline described in each of the above-referenced Procurements. Each firm submitting a Statement of Qualifications, and each continuing contract, shall comply with the provisions of the CCNA.
INSTRUCTIONS:
Firms interested in being considered as candidates are required to submit ten (10) bound statements of Statements of Qualifications that: (a) include at least the following information, and (b) are organized in the following order:
1. Identification of the Procurement or Procurements to which the firm is responding.
2. A copy of the firms current applicable Florida professional license(s) (e.g., Certificate of Authorization from the Florida Board of Architecture and Interior Design or the Florida Board of Professional Engineers) and corporate registration certificates.
3. Proof of insurance in the following categories:
a. Commercial General Liability, on an occurrence basis, including Damage to Rented Premises, Medical Expenses; Personal Injury; Products Completed Operations Aggregate and General Aggregate;
b. Excess / Umbrella Liability;
c. Worker Compensation at statutory limits;
d. Employer Liability; and
e. Professional Liability.
4. A statement as to whether the firm is a Florida-based woman, veteran, or minority owned Florida Certified Business Enterprise. If your firm claims Florida-based woman, veteran, or minority owned Florida Certified Business Enterprise status, a copy of the firms current, valid Office of Supplier Diversity certificate is required as part of the submission package.
5. A list of the firms proposed team to be assigned to projects under the continuing contract, including resumes of each team member with relevant experience.
6. A list of at least five client references consisting of name, title, organization, address, telephone number and project name(s) for each reference specified. Reference responses are mandatory. Firms must ensure that all listed references are current, available and willing to reply to the Hospitals inquiries during the evaluation period. No Hospital employees shall be used as references for purposes of this Request for Statements of Qualifications. Failure to provide five responsive references may result in the submittal being deemed non-responsive.
7. Related experience of the firm. Provide past five (5) years of completed healthcare facility projects that demonstrate the firms experience. Include related experience with authorities having jurisdiction in SMHCSs geographic service area, including, without limitation, AHCA, City of Sarasota, City of Venice, City of North Port, and Sarasota County, Florida.
8. The location of the firms main office and location of firms office that will support the services under the continuing contract, if different than the main office.
9. An explanation of how the firm will respond expeditiously to urgent project matters.
10. A statement addressing the following:
11. a. The firms approach to successful project delivery and quality control;
12. b. The firm's financial capacity to perform projects of similar size and complexity as described above;
c. Whether the firm has had any projects in the past five (5) years terminated for cause, defaulted, or not completed, and if so, a brief description of the circumstances; and
d. Any material claims, litigation, or regulatory actions involving the firm within the past five (5) years, including a brief description and resolution or current status.
The basis for selection criteria for the continuing contract(s) includes, but is not limited to:
1. The firms relevant experience, including, without limitation, relevant experience with regulatory agencies with applicable jurisdictional authority, including, but not limited to, federal, state, and local agencies;
2. The adequacy of the firms personnel and the resources available for assignments under the continuing contract. This includes (without limitation) recent, current and projected workloads of the firm;
3. The location of the firms team members office(s);
4. The firms approach to projects under the continuing contract;
5. The firms ability to respond quickly;
6. To the extent permitted by law, whether or not the firm is a Florida-based woman, veteran, or minority owned Florida Certified Business Enterprise (valid certificate from the Office of Supplier Diversity required);
7. The volume of previously awarded projects to the firm by the Hospital; and
8. Other factors determined by the Hospital to be applicable to its particular requirements.
The Hospitals Selection Committee may use a scoring rubric or consensus method to evaluate qualifications based on the criteria described above. No price or fee proposals shall be considered during the evaluation phase, in accordance with the CCNA. The Hospital will negotiate a fair, competitive and reasonable compensation per the CCNA.
All interested firms are further informed as follows:
1. The Hospital reserves the right to reject any or all submittals at any time during this process.
2. The Hospital reserves the right to request additional information beyond the data set forth above.
3. The Hospital reserves the right to waive any minor irregularities, informalities, or technical deficiencies in a submittal, provided that such waiver does not materially affect the qualifications of the responding firm.
4. Questions regarding submissions shall be directed only to the Hospitals Executive Director of Construction, Beth Moser, (941) 917-1804.
5. Only the Hospitals Executive Director of Construction, Beth Moser, shall be contacted regarding this Request for Statements of Qualifications. Requests for in-person meetings by individual firms will not be granted. No communication shall take place between the applicants and the Hospitals Selection Committee members or employees of the Hospital except Beth Moser, Executive Director of Construction. Failure to comply could result in immediate disqualification at the discretion of the Executive Director of Construction.
6. Submissions shall be titled:

7. Submittals must be received by the Hospital no later than 3:30PM on Thursday, November 05, 2026. Submit Statements of Qualifications to Beth Moser, Executive Director of Construction, 1515 S. Osprey Avenue, Building A-3, Sarasota, FL 34239. Submittals received after this deadline will not be accepted. Facsimile or electronic submittals are not acceptable and will not be considered. Submittals that are late or do not comply with the above instructions may be deemed non-responsive and rejected at the sole discretion of the Hospital. Submittals are part of the public record. Application materials will not be returned.
8. The Selection Committee will meet in a public meeting located at Sarasota Memorial Hospital, Old Board Room, located on the first floor next to the Auditorium, 1700 S. Tamiami Trail, Sarasota, FL 34239, on Monday, November 16, 2026 at 8:00 AM to discuss their evaluation of the firms providing Statements of Qualifications rank and select no fewer than the three firms that the Selection Committee determines to the be the most qualified with which to conduct further discussions (the First Selected Candidates).
9. Thereafter, the Selection Committee will meet in a second public meeting located at Sarasota Memorial Hospitals Kolschowsky Research and Education Building, 1880 Arlington Street, 1st Floor Morganroth Auditorium (Section D), Sarasota, FL 34239, on Thursday, November 19, 2026 at 8:00 AM, in accordance with the requirements of the CCNA, with the First Selected Candidates to conduct discussions with, and may require public presentations by, to further evaluate the First Selected Candidates qualifications, approach to the Hospitals projects, and ability to furnish the required services. The Hospital will rank in order of preference the firms of the First Selected Candidates deemed to be the most highly qualified to perform the required services and subsequently engage in contract negotiations with the firm or firms deemed by the Selection Committee to be the most highly qualified.
