PROPOSAL TITLE: HOME Consortium Consolidated Plan

Sealed Proposals will be received at the office of Brevard County Central Services/Purchasing, 2725 Judge Fran Jamieson Way, C-303, Viera, FL 32940 until 11:00 am local time on Monday, October 19, 2026, for furnishing all labor, materials and equipment necessary to complete the project known as HOME Consortium Consolidated Plan.

No pre-bid conference will be held for this RFP.

Brief Scope of Work:

The objective of this proposal is to ensure that the HOME Consortium Members, which include the cities of Titusville, Cocoa, Melbourne, and Palm Bay, receive quality products that meet their business needs at a reasonable cost. Brevard County (County) serves as the lead agency for the HOME Consortium.

The purpose of this Request for Proposal (RFP) is to select qualified firm(s) or individuals to provide all services related to the development of the Five-Year Consolidated Plan for the Brevard County Housing and Human Services Department, including preparation, submission and, as needed, follow-up support for the following two (2) separate items:

HOME Consortium Consolidated Plan for 10/01/2027-09/30/2032, pursuant to the May 2012 United States Department of Housing and Urban Development (HUD) Office of Community

Planning and Development for eCon Planning Suite

Upon review, Brevard County may request revisions.

The final Consolidated Plan, as described herein in this Request for Proposal (RFP), is to be submitted by August 1, 2027.
