IFB #27-100 Tropical Ridge Fitness Park Improvements Project

The City of Lake Worth Beach ("Owner" hereafter) is soliciting bids from responsible and experienced contractors construction of the Tropical Ridge Fitness Park Improvements Project located at 211 North H Street, Lake Worth Beach, FL 33460.

This Invitation for Bid (IFB) may be downloaded at lakeworthbeachfl.bidsandtenders.net or www.lakeworthbeachfl.gov. All entities submitting a Bid in response to this IFB (hereafter "Bidders") shall have a Bidding System vendor account and be registered as a Plan Taker for this bidding opportunity, which will enable the Bidders to download the Bid Call Document, to receive Addenda email notifications, and download all documents without the watermark "preview" on them.

To ensure receipt of the latest information and updates via email regarding this IFB, or if a Bidder has obtained this IFB from a third party, the onus is on the Bidder to create a Bidding System vendor account and be registered as a Plan Taker for this bidding opportunity. Only registered bidders can submit a Bid in response to this IFB.

Time is of the essence and any Bid received after 3:00 p.m., November 11, 2026, at the Bidding System via lakeworthbeachfl.bidsandtenders.net shall be rejected by the City.

ELECTRONIC BID SUBMISSIONS ONLY, shall be received by the Bidding System. Hardcopy submissions are not permitted.

Bidders are cautioned that the timing of their Bid Submission is based on when the Bid is RECEIVED by the Bidding System, not when a Bid is submitted, as Bid transmission can be delayed due to file transfer size, transmission speed, etc. For the foregoing reasons, it is recommended that each Bidder plan sufficient time to complete their Bid submission and to resolve any issues that may arise. The closing time and date shall be determined by the Bidding System's web clock.

Bidders should contact bids&tenders support listed below, at least twenty-four (24) hours prior to the closing time and date, if they encounter any problems. The Bidding System will send a confirmation email to the Bidder advising that their bid was submitted successfully.

Submission of a Bid implies a full understanding and agreement of all terms and conditions stated in this IFB. Any misunderstanding as to such terms by the Bidder will not relieve the Bidder from performance.

Non-Mandatory Pre-bid meeting for this project followed by the site visit is scheduled for October 19, 2026, at 10:00 a.m. at 211 North H Street, Lake Worth Beach, FL 33460

All questions must be in writing, submitted on lakeworthbeachfl.bidsandtenders.net before October 26, 2026, at 4:00 p.m.

Bids must be accompanied by a copy of Bid Security in the form specified in Section 6 of the Instructions to Bidders. The amount of the bid security shall not be less than five (5) percent of the Bidder's total price indicated in Bid Form. Bidder must be able to deliver original Bid Bond immediately after the bid opening if requested by the City.

No Bid may be withdrawn for a period of 120 days after the scheduled closing date for the receipt of bids except as otherwise provided in Article 13 of the Instructions to Bidders.

Any subsequent contract executed as a result of this IFB may be funded, in whole or in part, by the Federal funds. Bidders therefore agree that any work performed pursuant to this IFB and resulting contract will comply with all applicable Federal law, regulations, executive orders, federal policies, procedures, and directives.

This project is funded by a COMMUNITY DEVELOPMENT BLOCK GRANT (CDBG) administered through Palm Beach County Department of Housing and Economic Development. Davis-Bacon & Related Acts, including wage rates, will apply to all construction work performed on this project. Palm Beach County requires the use of an online labor compliance reporting system for payroll submittal and Section 3 hours tracking. Build America, Buy America Act 2 CFR Part 184 requirements apply. Section 3 requirements per 24 CFR Part 75 apply. Section 3 businesses are encouraged to bid on this project.

The successful Bidder, who is awarded the Contract, shall be required to furnish a 100% Construction Performance Bond and a 100% Construction Payment Bond (Public Construction Bond) which meet the requirements of section 255.05, Florida Statutes.

The City reserves the right to reject any or all Bids, to waive all non-material irregularities, to re-advertise, and to cancel any invitation for bid when it is in the best interests of the City.

AVOID BID REJECTION: Bids may be rejected for noncompliance to requirements after review by the Financial Services office. All bids must be submitted on the provided Bid forms and signed by an officer authorized to bind the Bidder where applicable.
