CITY OF CAPE CANAVERAL INVITATION TO BID
STORMWATER PILOT PROJECT
BID #2027-01
NOTICE IS HEREBY GIVEN: That the City of Cape Canaveral, Florida (the City) is accepting sealed bids from qualified and properly licensed contractors to furnish all labor, materials, equipment, supervision, and services necessary to complete the STORMWATER PILOT PROJECT, as more particularly described in the Bidding and Contract Documents.
The work generally consists of the removal of existing asphalt and concrete pavement and the construction of stormwater improvements, including permeable interlocking concrete pavement, underground R-Tank storage systems or approved equal, stone bedding/base/subbase layers, inspection ports, concrete header curbs, associated pavement and related work.
Sealed bids will be received by the City of Cape Canaveral Capital Projects Office until 2:00 P.M. on Thursday, November 12, 2026. Any bids received after the above time and date will not be accepted or considered. Any uncertainty regarding the time a bid is received will be resolved against the Bidder. Bid opening will be shortly thereafter at 2:05 P.M. on Thursday, November 12th at City Hall, Cape Canaveral, Florida, at which time all bids received will be publicly opened and read aloud. A contract may be formed only upon the selected contractor successfully negotiating the terms and conditions of a written contract which must be approved and duly executed by the City and selected contractor. The City reserves the right to reject any or all bids, waive informalities or irregularities, and award the contract in the best interest of the City, subject to applicable law, Bidding Documents, and City procurement policies and regulations.
BIDDING DOCUMENTS (PROJECT PLANS AND SPECIFICATIONS): All bids must besubmitted in accordance with the requirements set forth in the Invitation to Bid (ITB) Package which contains detailed Instructions to Bidders. Interested contractors may obtain the ITB Package through DemandStar at:https://www.demandstar.com/app/agencies/florida/city-of-cape- canaveral/procurement-opportunities/fed7945b-7478-4ffb-a329-e83f96fc845d/ Documents are also available from the City of Cape Canaveral, Capital Projects Office, 100 Polk Avenue, Cape Canaveral, FL 32920 during normal business hours of 8:30 A.M. until 5:00 P.M. Monday through Friday by telephone at (321) 868-1220 x202/221 or via e-mail at capitalprojects@capecanaveral.gov. A request including the name, address, telephone number and e-mail address of the bidder shall be required to obtain a set of Bidding Documents.

The DemandStar electronic timestamp shall control the time of submission. Bidders are solely responsible for registering with DemandStar, uploading all required bid documents, and ensuring that the bid is submitted before the bid deadline. The City is not responsible for technical difficulties, internet outages, upload delays, failure to receive DemandStar notifications, or any other issue that prevents timely electronic submission.
Questions regarding this solicitation must be submitted in writing to the Citys Capital Projects Office at capitalprojects@capecanaveral.gov in accordance with the Instructions to Bidders. The subject line of all inquiries shall reference the Bid number and shall be substantially in the following form BID #2027-01 - BID INQUIRY. Oral communications are not binding on the City. Addenda and written responses to questions will be posted through DemandStar and may also be posted on the Citys website and other posting location(s) designated by the City. Posting through DemandStar or other designated posting location(s) shall constitute official notice to all bidders and interested parties.
MANDATORY PRE-BID MEETING: A mandatory pre-bid meeting will be held at 100 Polk Avenue, Cape Canaveral Florida, 32920 on Thursday, October 29, 2026 at 10:00a.m. Prospective bidders must attend the pre-bid meeting and visit the project location prior to submitting a Bid.
