Notice for Statement of Qualifications To Select Professional Engineering Consultant(s)

For Professional Engineering Consulting and Support Services pertaining to named project listed herein.

The Orlando Utilities Commission (OUC) Transmission and Substation Engineering, Construction, and Maintenance Department is currently seeking to select one or more firms capable of providing professional engineering, consulting, and support services for herein named Transmission and Substation Projects.

Projects may include but are not limited to; studies, permitting, surveying, engineering, design, routing, planning, environmental, budgeting, construction/project management, and support services.

Specific Projects Include:

Transmission - Pershing Auto Transformer Replacement Project

Transmission - Pine Hills Auto Transformer Replacement Project

Transmission - St Cloud East Auto Transformer Replacement Project

Transmission New Substation for Large Customer Interconnection Project

Transmission - Taft Substation Upgrades Project

Transmission - St Cloud East to St Cloud South 230kV Transmission Line Upgrade Project

Substation - Robinson 115kV Gas-Insulated Switchgear (GIS) Replacement Project

Due to the nature of the above-referenced projects, it is anticipated that the work performed hereunder may interact with work being performed or contemplated to be performed by other utilities and entities, and if deemed practical and beneficial, the parties may enter into a joint participation agreement and include the scope of their respective work as part of the professional services advertised herein.

Requests for the SOQ documents must be received by OUC no later than 4:00 p.m. local time on October 23, 2026. The SOQ package is anticipated to be posted on October 26, 2026, for access by parties responding to this advertisement and otherwise identified by OUC through

VendorLink.

Responses to the SOQ Request must be received by OUC per the instructions contained within the SOQ document on or before 2:00 pm, on the specified due date.
