Early Notice and Public Review of a Proposed Activity in a Federal Flood Risk Management Standard Designated Floodplain or Wetland Date of Notice: July 8, 2025 Name of Responsible Entity: City of Sebring, Florida Address: 368 South Commerce Avenue Sebring, Florida 33874 Contact: Penny Robinson, Assistant City Administrator Telephone Number: (863) 471-5100 To: All interested Agencies, Groups and Individuals This is to give notice that the City of Sebring, under 24 CFR Part 58, has determined that the following proposed action funded under the Florida Community Development Block Grant Mitigation Program (CDBG-MIT), and Agreement MT057, is located in the Federal Flood Risk Management Standard (FFRMS) floodplain / wetland, and the City of Sebring will be identifying and evaluating practicable alternatives to locating the action within the floodplain/wetland and the potential impacts on the floodplain/wetland from the proposed action, as required by Executive Order 11988, as amended by Executive Order 13690 and/or Executive Order 11990, in accordance with HUD regulations at 24 CFR 55.20 in Subpart C Procedures for Making Determinations on Floodplain Management and Protection of Wetlands. The proposed project area is located within the City of Sebring, in Highlands County Florida, with the project area bound on the North side by Denise Ave. and Kenilworth Blvd., bound on the West side by the Sebring Parkway and Penny Ave., bound on the East side by Orange Blossom Ave., and bound on the South side by Youth Care Ln. and Howard St. The project proposes the replacement of 59,080 linear feet of existing waterlines as well as the replacement of fire hydrants, cut off valves and water services. These improvements are to mitigate fire risks, increase community resilience, provide better water quality, reduce water resource waste and fortify community lifelines. The proposed work within the 200-acre project area includes replacing the water lines on the following streets: 1. Wightman Avenue from Kenilworth Boulevard to Youth Care Lane 2. Melady Avenue from Kenilworth Boulevard to Youth Care Lane 3. Comar Avenue from Kenilworth Boulevard to Youth Care Lane 4. Penny Avenue from Kenilworth Boulevard to End 5. Greenway Drive from Minerva Street to Minerva Street No portion of the proposed project area is located within the 100-year floodplain nor within a wetland. The extent of the FFRMS 500-year floodplain was determined using the freeboard value approach. Elevations were taken of the project area as well as of the 100-year floodplain utilizing the U.S. Geological Survey National Map application. The project area elevations were compared to the floodplain elevations to determine if the project area elevations were two feet above the elevations of the floodplain. The comparisons noted that the required two-foot difference was not met and thus determined that an estimated 180 acres of the 200-acre project area is within the FFRMS 500-year floodplain. There are three primary purposes for this notice. First, people who may be affected by activities in floodplain/wetland and those who have an interest in the protection of the natural environment should be given an opportunity to express their concerns and provide information about these areas. Commenters are encouraged to offer alternative sites outside of the floodplain/wetland, alternative methods to serve the same project purpose, and methods to minimize and mitigate project impacts on the [floodplain/wetland]. Second, an adequate public notice program can be an important public educational tool. The dissemination of information and request for public comment about floodplain/wetland can facilitate and enhance Federal efforts to reduce the risks and impacts associated with the occupancy and modification of these special areas. Third, as a matter of fairness, when the Federal government determines it will participate in actions taking place in floodplain/wetland, it must inform those who may be put at greater or continued risk. NOTICE OF MEETING NOTICE IS HEREBY GIVEN that the HIGHLANDS COUNTY HEALTH FACILITIES AUTHORITY (the Authority) will meet in public session in the Sebring City Council Chambers at the Sebring City Hall, 368 South Commerce Avenue, Sebring, Florida, on Tuesday, July 22, 2025, at 12:00 p.m. noon for the following purposes: (a) adopting an amended and restated resolution (i) authorizing the issuance and sale by the Highlands County Health Facilities Authority (the Authority) of its Highlands County Health Facilities Authority Hospital Revenue Bonds (AdventHealth Obligated Group), in one or more series and in an aggregate principal amount not to exceed $400,000,000 (the Bonds), to provide funds to (A) finance, refinance or reimburse Adventist Health System/Sunbelt, Inc., a Florida not-for-profit corporation (Sunbelt), and certain affiliated not-for-profit corporations under common control with it (the Borrowers), for their payment of the costs of certain capital improvements to and equipment for certain health care facilities and the costs of acquiring, constructing and equipping certain health care facilities; and (B) refund all or a portion of certain revenue bonds previously issued by the Colorado Health Facilities Authority for the benefit of certain of the Borrowers, the proceeds of which were used to finance and refinance the costs of certain capital improvements to and equipment for, and the costs of acquiring, constructing and equipping, certain health care facilities of certain of the Borrowers; (ii) authorizing the execution and delivery of one or Bond Purchase Agreements providing for the sale of the Bonds; (iii) authorizing the execution and delivery of one or more Bond Trust Indentures securing the Bonds; (iv) authorizing the execution and delivery of one or more Loan Agreements with the Borrowers, providing for loans of the proceeds of the Bonds to the Borrowers; (v) approving one or more Supplemental Indentures, supplementing the Second Amended and Restated Master Trust Indenture of the Borrowers and certain other affiliated entities, and approving one or more Notes created thereby; (vi) authorizing the execution and delivery of one or more Tax Exemption Certificates and Agreements with respect to the Bonds; (vii) authorizing the use and distribution of one or more Preliminary Official Statements and one or more Official Statements and/or one or more offering documents or other transaction summaries in connection with the issuance of the Bonds; (viii) approving credit and/or liquidity support for one or more series of Bonds, if requested by Sunbelt; (ix) approving one or more interest rate exchange, hedge or similar agreements, which may include one or more interest rate swaps, total return swaps, forward or futures contracts or options (such as a call, put, cap, floor or collar), and/or one or more securities lending agreements for one or more series of the Bonds, if requested by Sunbelt; (x) providing that the Bonds shall be limited obligations of the Authority payable solely from the revenues provided therefor and shall not constitute a debt, liability or obligation of Highlands County, Florida, of the State of Florida or of any political subdivision thereof, and that neither the faith and credit nor any taxing power of the Authority, of Highlands County, Florida, of the State of Florida or of any political subdivision thereof is pledged to the payment of the principal of, premium, if any, or interest on the Bonds; and (xi) providing for other related matters. THE AMENDED AND RESTATED RESOLUTION shall amend and restate the Resolution of the Authority dated May 22, 2025, related to the Bonds; and (b) considering such other business as may properly come before the Authority at such meeting.
